CALL TO ORDER
- Mike Summitt called the meeting to order at 7:10pm.
- Those attending signed in so no roll call was conducted. Present at the meeting were: Kathi Donald, Ward Fleischmann, Robert and Sue Ann Goldman, Michael Isenberg, Daniel Kobernik, Cibyl Kumagai, Christine Lambert, Bill and Betty Malowney, John Patterson, Tim and Estelle Rizzo, Bob Ryan, Mike Stahl, Jennifer Stout, Mike Summitt, Steve Yandl, and Christine Yateman. There were not enough members in attendance at this meeting to constitute a quorum.
- This being the first meeting for all members since the termination of the development period, minutes from the previous annual meeting were not presented for approval.
- We have sufficient votes for a quorum, approximately two-thirds of the members so far.
- To date, top vote getters are current board members and Jen Stout.
MIKE SUMMITT REPORTED ON THE CURRENT STATUS OF THE ARCHITECTURAL CONTROL COMMITTEE (CC&R ISSUES).
BILL MALOWNEY PRESENTED GROUNDS AND MAINTENANCE COMMITTEE REPORT
- Detention ponds were found to be HOA responsibility.
- Fence project to begin soon.
- Improvement adjacent to fire station on hold; money temporarily diverted for detention pond improvement.
- Clearview Water group has not submitted final proposal for landscaping around concrete bunkers (valve assemblies) along Snohomish Cascade Drive.
- Contract with Skinner landscaping has been renewed with a multi-year deal.
- Scouts have helped with trail maintenance and may build us some picnic tables for common areas if we purchase lumber.
- Meeting scheduled at the Donald house on May 15 to plan for July 4 parade and picnic.
- Initial response for July 4 event was poor but many new people had made phone commitments after the reminder in the last newsletter.
- Committee has been fairly active.
- Jen invited people to keep the committee informed on new babies, hospitalizations, special needs, etc.
- Block watch is effectively keeping crime out of the neighborhood.
- Still missing captains in a couple small clusters of homes.
- A check showed no level 3 sex offenders living in the neighborhood.
- Inquiry was made regarding how and when the county gave the obligation for detention pond maintenance to us as a homeowner association. Steve Yandl responded that the commitment is documented on the dedications page of the plat document. We discussed what is actually involved in maintenance and approximate costs. Michael Isenberg will research the possibility that some county money may be available to help us with some of this and report back to the board.
- There was a request that we clean graffiti and make other repairs to the boat toys at the ball field. Parts availability and costs may prevent some restoration but options will be reviewed. John Patterson suggested that the sheriff could probably provide a list of contractors able to remove difficult graffiti. A suggestion was made to consider surveillance cameras and other deterrents to protect the common areas.
- There was some concern that our current election for a new board of directors has not been conducted using secret ballot.
- The request was made that we revisit the plans for covers over the locking mail boxes. We either need to remove them or do appropriate upkeep.
- Cibyl Kumagai made available an excellent collection of zoning and other maps detailing current a future growth of this part of Snohomish County.
