General Neighborhood and HOA Information
Sector 2a at Snohomish Cascade is a homeowner's association with 247 members that operates under the laws for non profit corporations in Washington State and the Washington homeowner's association act. We are the smaller of the two homeowner's associations representing the Gold Creek neighborhood (our original name was Gold Creek Sector 2a at Snohomish Cascade). Our friend Steve Yandl has put together a site which nicely describes the greater Gold Creek development.
Like most of the Snohomish Cascade Sectors, Sector 2 (the portion of Gold Creek now referring to themselves as Gold Creek 1) is located within the boundaries of the 'North Creek Comprehensive Plan' (one of 13 major subarea comprehensive plans within the overall Snohomish County Comprehensive Plan). Sector 2a is within the boundaries of the 'Cathcart-Maltby-Clearview (CMC) Comprehensive Plan which is largely why the Gold Creek development was originally split into two sub sectors. Donald Leavitt, the developer, had planned to merge Sector 2 and 2a but that proved problematic so Gold Creek ended up with two separate but similar HOAs.

History
- April 1979 - A rezone contract changes some 'Rural Use and Suburban Agriculture One Acre (SA-1) areas to single home residential R-9600 making possible the Master Planned Community, Snohomish Cascade and Silver Firs. Developers agreed to road development, creation of small recreation areas, creation of and maintenance on storm water detention ponds and retaining certain natural areas as a condition for the rezone. The Snohomish Cascade portion was divided into multiple sectors. Ultimately, Sector 1 became 'The Falls', Sector 2 became 'Gold Creek', Sector 3 'The Highlands', Sector 7 'Greenleaf' and Sector 8 'Highlands East' Most of Sectors 5 and 6 were taken through eminent domain for the the Cathcart landfill which opened in 1980.
- December 1991 - Leavitt Companies begin developing Snohomish Cascade Sector 2 (Gold Creek at Snohomish Cascade). Because the west portion fell under the North Creek comprehensive plan and the east portion fell under the Cathcart-Clearview-Maltby comprehensive plan, the eastern portion was split off as Sector 2a.
- July 1997 - Leavitt records Articles of Incorporation and original Declaration for Gold Creek Sector 2a at Snohomish Cascade.
- August 1997 - Name of the HOA was changed to 'Sector 2a at Snohomish Cascade Association' by amendment to the declaration (CC&Rs).
- October 1997 - First Sector 2a house sold to an owner occupant.
- June 2000 - Leavitt solicits volunteers for an initial board of directors.
- March 2002 - First annual meeting of the HOA.
- June 2002 - HOA switches to locking cluster box units for mail.
- January 2003 - Construction complete and last 'new construction' is sold to an owner occupant. Leavitt officially ends the "development period' and turns the HOA over to residents.
- April 2003 - By association action the bylaws are amended so 34% of those eligible to vote constitute a quorum (in line with Washington law for HOAs).
- May 2003 - The first elected board of directors assumes duties.
- July 2003 - Large project to repair and repaint common area fence is undertaken.
- December 2003 - Initial reserve analysis is completed and a reserve for non periodic capital expenses is established.
- June 2004 - Construction begins on Willis Tucker County park to the immediate north of the neighborhood along with an extension of Puget Park Drive that links to Cathcart Way.
- May 2005 - Creation of the 'Yard of Merit' and 'Holiday Decoration Merit' awards.
- April 2006 - Completion and opening of Willis Tucker Park.
- May 2006 - HOA approves a fourth amendment to the CC&Rs that allows the architectural control committee (ACC) to approve replacement roofing materials other than cedar shake or tile.
