CALL TO ORDER / MINUTES OF PREVIOUS MEETING
- Bill Steenis called the meeting to order at 7:13pm. Present were Bill Steenis, Steve Yandl, and Cheryl Carlson. Trina Coleman participated over speaker phone
- Minutes of the July Board meeting were reviewed. Steve Yandl moved that the June Minutes be accepted, Cheryl Carlson seconded and the motion passed unanimously.
- Steve Yandl reported that the July finance report was available on our web page as an Excel workbook.
- Spending is in line with our budget so far this year.
- Long term capital improvement fund - $69,792.
- Operational reserve - $23,987.
- Operations account (checking) - $44,447.
- Note that $8,645 needs to be moved from checking to long term capital during the current year.

- Bill Steenis inquired on the number of member not paid for 2010 and Steve reported that there were only two.
- The audit of finance reports for fiscal year 2009 is complete and copies made available. We still need to get the bookkeeper to report income on accrual basis to reconcile our books with audit suggestions but no significant problems were discovered.
- We discussed who should be on a new signature card at Whidbey Island Bank. Steve Yan dl moved that the new card should have Steve Yandl, Bill Steenis, Trina Coleman, Cheryl Carlson and Evan Adolf. Cheryl Carlson seconded and the motion passed unanimously.
MAINTENENACE COMMITTEE REPORT
- Cheryl Carlson reported on maintenance. She had some updates on Skinner projects.
- Skinner has finished the fence painting.
- The Skinner bid on doing small areas that are county responsibility was too high to make it worth while.
- Cheryl will have him pull the trees that burned last month in the boat park area.
- We have multiple sprinkler repairs that Skinner has been instructed to take care of.
- Cheryl will be calling Silver Lake Water to see if they have any leaks contributing to the moisture issue in the turf area along Snohomish Cascade Drive.
- It was agreed that by next spring we should make a decision on what to do regarding needed repairs of the boat toy.
ARCHITECTURAL CONTROL COMMITTEE REPORT
- Bill Steenis reported that he had documented 6 offenders of the boat/RV parking rules on the way to the meeting. He said that several have been chronic offenders over years. He suggested that these chronic offenders needed letters from the ACC.
- Steve Yandl said he was too tied up to get letters out for lower priority type letters and templates were not practical but could provide some samples to give some of the new folks a starting point to handle this correspondence.
- It was noted that a number of yards need a lot of work as well.
- Bill Steenis agreed to speak to Scott Fehr to see if he could handle some of these letters.
- Cheryl asked Bill Steenis if he would phone County Public Works rerarding maintenance of their property just north of Sector 2A to see if they could fulfill commitments they made when the park and roadway were created.
- We briefly discussed the emailed plan summary from Duane Oord regarding painting and landscape upgrades and agreed the plan sounded good.
YARD OF MERIT
- Bill Steenis reported that there were 20 winners awarded for past month.
- Nine of the winners were new.
- Program winds down in September.
OLD BUSINESS – RENTALS
- Steve Yandl reported that he is certifying copies of what had been previously provided on our web page and a page set up specifically to make this information available to the attorney for Aaron Guimon. There is a lot to review (around 1,000 pages) and Steve is spending a lot of time with daily radiation treatments and chemotherapy so the response might take longer to provide than our typical response times.
- Trina noted that a lot of work is being done at the Sharma property where the tenants vacated on or before July 31. It appears their intent is to attempt a sale which hopefully brings in enough to cover the lien for fines.
