CALL TO ORDER / PRESENTATION OF MINUTES
- Bill Steenis called the meeting to order at 7:12pm. Present were Bill Steenis, Duane Oord, Steve Yandl, Cheryl Carlson and Evan Adolf.
- Bill Steenis presented the November meeting minutes and commented that the reference to approving “August” minutes at that meeting should be corrected to read “October” minutes. Steve Yandl moved to accept the minutes with that single correction, Duane Oord seconded and the motion passed unanimously.
- Steve Yandl reported that $6,380 had been moved from operation funds (checking) to the long term capital reserve (CD). The amount designated was $9,880 but the Board previously voted to use $3,500 of the reserve funds to cover the majority of fence repairs made in 2010 (fund analysis had actually forecast a major repair/repaint job in 2010 that was not yet needed). This transaction brought the long term fund to $76,348.
- The operational reserve wasn’t touched in 2010. The current balance is $24,015.
- Steve asked for approval to give $50 to Skinner’s regular crew members as we have in the past (Jose Villegas, George Villegas, Brandon Skinner). After discussion, Duane Oord moved to approve the gratuities, Evan Adolf seconded and the motion passed 4-1.
- After the transfer, the balance in checking is $11,200. Subtracting the checks outstanding and anticipated expenses through the end of 2010 we’re forecast to finish the year with $3,700 in checking.
- Invoices and ballots for budget ratification will be mailed to arrive at member’s homes on or about January 1.
- Cheryl Carlson reported that she had no issues to report.
- Steve Yandl commented that there was a major sprinkler leak involving a controller device at the boat park. Skinner had done some excavation to determine the problem and it appears to be caused in part by tree roots. Parts of our sprinkler system were installed with components insufficient for the application so when these repairs that need to be completed before spring are done we’ll be upgrading to heavier duty components. Duane Oord commented that we should ask Skinner to cover the excavated areas if the repairs were not going to be completed right away.
- Cheryl reminded the group that we still need to investigate costs to replace the boat toy.
- Steve Yandl reported that the member with tents erected in the yard had refused to accept their certified mail advising them of the specific consequence of their non compliance. A claim of lien to insure collection of fines has been recorded.
- Steve reported on an email complaint from a member concerning a neighbor where there are frequent noisy parties and an assortment of other nuisance type issues as well as non compliance with CC&Rs regarding retrieval of trash and recycle containers. There was little interest in ACC intervention on issues that would be more properly handled by the Sheriff’s office. Complaining member will be advised to document issues and contact the Sheriff as issues happen.
- Bill Steenis reminded the group that judging would be on December 13.
- Maps will be available on Bill’s porch. Vote “A” for top notch presentations and “B” for others with merit. The goal is to select 15 to 20 deserving award winners.
- Bill Steenis confirmed that everyone had received the most recent email from Aaron Guimont. There wasn’t much more to discuss regarding our ongoing disputes over non compliance with the rental restrictions.
- Scott Fehr had earlier sent out an email saying that time demands of job and family were preventing him from giving the time needed to remain on the Board so he resigned. Bill Steenis asked everyone to give some thought to potential replacements we might vote on to fill the vacancy until next May.
