CALL TO ORDER/ PRESENTATION OF PREVIOUS MINUTES
- Bill Steenis called the meeting to order at 7:05pm. Present were Bill Steenis, Duane Oord, Steve Yandl, Trina Coleman, Cheryl Carlson and Evan Adolf. Also present to appeal a fine was homeowner Debbie Weed.
- Trina Coleman presented the minutes from the March 1, 2011 meeting. Steve Yandl moved to accept the minutes, Evan Adolf seconded and the motion passed unanimously.
TREASURER’S REPORT
- Steve Yandl reported that we have $99,758 in operating budget (checking), $24,039 in operational reserve and $76,442 in long term capital reserve.
- Funds from current collections have not yet been transferred to long term reserve.
- Only a handful of members remain unpaid for 2011 dues.
ARCHITECTURAL CONTROL COMMITTEE REPORT/ DISCUSSION
- Debbie Weed appealed their fine for failing to take down unapproved tent and associated claim of lien.
- Debbie pointed out a property that backs up to Snohomish Cascade Drive where a tent had been up for a substantial period and the homeowner hadn’t been confronted. Board members responded that since the ACC was now aware of the situation the matter would be addressed with the non compliant homeowner.
- Debbie was reminded that her fine had continued to grow since the claim of lien had been recorded.
- Debbie’s family had taken down the tent just prior to the meeting.
- Steve Yandl moved that the existing fine be reduced to $300 which would be sufficient to cover admin costs for recording lien and satisfaction of lien and would be a more appropriate amount for the nature of the infraction. Evan Adolf seconded and the motion passed unanimously.
- Debbie pointed out a property that backs up to Snohomish Cascade Drive where a tent had been up for a substantial period and the homeowner hadn’t been confronted. Board members responded that since the ACC was now aware of the situation the matter would be addressed with the non compliant homeowner.
- The property identified by Debbie Weed as having the unapproved tent belongs to Eugene Hayes. Steve Yandl agreed to write him a letter to see if we could get the situation corrected without needing to impose fines.
MAINTENANCE COMMITTEE REPORT
- There was a brief discussion on ways to encourage homeowners with common area fence on their lot border to make minor fence repairs as needed and take measures to avoid degrading the fence any more than necessary. This would include keeping mulch and soil pulled away from the base of the fence.
- Steve Yandl reported that Brian Skinner would be repairing or replacing a problem control and check valve assembly in the sprinkler zone at the boat park.
