CALL TO ORDER / PRESENTATION OF PREVIOUS MINUTES
- Bill Steenis called the meeting to order at 7:05pm. Present were Bill Steenis, Duane Oord, Steve Yandl, Evan Adolf, Cheryl Carlson and Nicole Klages.
- Steve Yandl presented meeting minutes of the June 2011 meeting. Duane Oord moved to accept the minutes. Bill Steenis seconded. Vote was unanimous to accept.
TREASURER’S REPORT
- Steve Yandl reported that we had $82,975 in checking, $24,057 in operational reserve (money market) and $76,537 in long term capital fund (CD). There are outstanding checks for $15,901 bringing the actual balance in checking to $67,074. We have not yet transferred $9,880 to the long term reserve fund which will bring that fund to $86,417 and checking down to $57,194.
- We discussed the impact of various outcomes in our legal disputes over rentals.
- Steve Yandl reported that the audit of 2010 financial records is expected to begin in earnest later in July.
MAINTENANCE
- Cheryl Carlson reported her frustration that Skinner Landscape Service hadn’t completed painting of numerous new fence panels. She agreed to speak to Brian Skinner and if they don’t complete the work by a date she sets, she will make arrangements to acquire paint and get the work done by volunteers.
- Steve Yandl reported that he had instructed Skinner to repair the step to the boat toy at the park with a new wood step as a safety measure.
- None of the directors felt that the timbers around the tot play toys needed to be replaced right away but they will be monitored and replaced if they present a safety issue.
- It was a bit messy after July 4 fireworks but no common areas burned.
ARCHITECTURAL CONTROL COMMITTEE / CC&R VIOLATIONS
- Steve Yandl reported that the tent at the Weed residence is up and a new letter will be sent advising them of fines if they don’t remedy the situation within 5 days of the warning.
- Steve reported that despite responding to the attorney for Eugene Hayes regarding his canvas patio cover, the cover remains and the attorney has not responded to our arguments. We will wait several more weeks for an attorney response and if none is received a new letter will be sent to Hayes advising him of the current amount of accrued fines.
- New resident Abdelhai Saadi failed to respond to the initial letter on lawn mowing and other landscape maintenance. The lawn was mowed once but the maintenance is far from acceptable and lawn is again overgrown. The next letter will be sent on or about July 11 with a firm deadline for fines to begin. The letter will be sent certified and first class.
- Bill Steenis appointed Vickie Lindblad to the Architectural Control Committee. The members are now Steve Yandl (chairman), Cindy Steenis, Evan Adolf, Bob Wells, and Vickie Lindblad.
YARD OF MERIT
- Bill Steenis reported that Vickie Lindblad has taken over the program.
- On the initial month with Vickie in charge the judges awarded 30 signs.
OLD BUSINESS
- Bill Steenis reported on rental dispute status for the new directors.
- Trial in the dispute with Aaron Guimont to begin July 6 with Yandl and Steenis to testify. We’re confident that we are prepared. It appears Guimont will argue some notification issues as well as restraint on alienation and probably a host of other technical points.
NEW BUSINESS
- Steve Yandl asked if the Board would set limits for any settlement offer that might come up at the last minute so Bill Steenis can make a decision quickly if some offer is made by Guimont’s lawyer. After discussion, Steve Yandl moved that we pre-authorize acceptance of an offer up to half the amount in the court registry ($26k). Evan Adolf seconded. The motion passed unanimously.
- Bill Steenis took neighborhood pictures prepared as 8 x 10 glossy pictures for Court to provide evidence that the HOA makes significant investments in common areas much as a condo association does.
