CALL TO ORDER / PRESENTATION OF MINUTES
- Bill Steenis called the meeting to order at 7:10pm. Present were Bill Steenis, Duane Oord, Steve Yandl, Nicole Klages, Evan Adolf, and Cheryl Carlson.
- Steve Yandl presented the minutes of the March 6 meeting. Duane Oord moved to accept the minutes, Evan Adolf seconded. Motion passed 6-0.
TREASURER’S REPORT
- Steve Yandl reported on the financial status. There was $76,102 in checking (operational expenses), $4,825 in the money market account (operational reserve) and $44,890 in the CD (long term, capital replacement/repair fund).
- The long term fund is owed $19,266 from checking when the CD is renewed. This is the $9,880 designated contribution per the 2012 budget and $9,386 which is the special assessment to be contributed to the fund for each of the next four years (to replenish what was borrowed to fund legal expense). Steve Yandl advised that a new law requires replacing funds borrowed from the long term reserve in two years rather than four but we made our resolution prior to the law taking effect.
- Bill Steenis reported on his progress doing a new long term fund analysis. Cheryl Carlson reported that Town and Country Fence would be getting back to her with replacement options, cost estimates and longevity estimates. There was discussion on the anticipated costs of detention pond maintenance, mailbox (locking cluster box) replacements and tot toy replacements. Detailed information and predictions for replacement time frames will be part of the reserve fund analysis.
MAINTENANCE COMMITTEE REPORT
- Cheryl Carlson reported that she had concerns about fence damage resulting where an owner on Snohomish Cascade Drive was having a contractor place a retaining wall behind and adjacent to the fence. Nobody knew if the owner planned to have the contractor make fence repairs. Evan Adolf indicated he would make an inquiry.
- Steve Yandl reported that fence SW of the intersection of Snohomish Cascade Drive and 67th Drive should be checked out by Town and Country Fence the next time they’re out because the homeowner was having to make numerous repairs to keep that portion of fence intact.
- Spring moss treatment has been done. Sprinklers are not being turned on yet.
ARCHITECTURAL CONTROL COMMITTEE REPORT
- Steve Yandl reported the only request made recently was to replace a bad driveway and concrete paths by a homeowner on 72nd Drive. The work was approved and was already completed.
- One complaint had been received on a car with a flat tire parked in a driveway for a long period of time. A letter reminding the owner of vehicle storage polices in the CC&Rs was being sent.
OLD BUSINESS – SHARMA LAWSUIT
- Steve Yandl reported that nothing had changed in the lawsuit (no motions filed).
- There is concern about any precedent set if there is a settlement, even if it’s the insurance company paying the settlement.
NEW BUSINESS
- Bill Steenis confirmed that the library at Totem Falls Elementary had been reserved for our annual meeting. The meeting is May 1 at 7pm.
- Steve Yandl reported that he would need to know by April 20 who was running for board of directors so ballots could be sent prior to May 1. Election will be held through the month of May by mail. Duane Oord and Steve Yandl agreed to run again. Bill Steenis said he would not run this time. Other Board members are deciding and will let Steve know by the 20th.
