- Bill Steenis called the meeting to order at 7:08pm. Present were Board members Bill Steenis (and wife Cindy), Duane Oord, Steve Yandl (and wife Barbara), Cheryl Carlson, Don Jordan, and Evan Adolf. Also present were members Richard and Judy Tickle and Suzan Miller. This was sufficient for a quorum of directors and officers but not sufficient for a quorum of the entire HOA membership.
- Steve Yandl presented the minutes of the April 3, 2012 board of directors meeting. Don Jordan moved to accept the minutes, Evan Adolf seconded and motion passed unanimously.
- Steve Yandl reported on current financial status. There was $72,998 in operations funds with checks for $136 outstanding and $2,796 in checks received but not yet deposited. There was $19,266 that needs to be moved to the long term reserve fund which would bring operations funds to $56,392. The operational reserve is at $4,825. The long term reserve fund is at $44,918 but will be $64,184 when the contribution for this year is transferred. The amount to be transferred consists of $9,386 from special assessment which will be collected for current year and the next three years plus the budgeted transfer of $9,880 based on current long term fund analysis.
- There were more late payments than we’ve seen in past years but 243 of 247 members have paid in full, one is partially paid and intends to pay the remainder and three claims of lien are being recorded to insure collection from the others.
- Bill Steenis reported on his progress thus far on the update of our reserve fund analysis. The quotes he needed only arrived several days prior to the meeting so the analysis wasn’t complete. It appears we may be overfunded for detention pond repair but we can’t yet make any determination on the major expense which is fence replacement or major repair. It was suggested that we do more to educate owners bordering the common area fence regarding their obligation to make reasonable efforts to preserve their portions of the fence; in particular by not piling soil and mulch against the bottom boards. Bill Steenis contends that ongoing repair of fence panels as required greatly diminishes the need for a large reserve. Cheryl Carlson turned over bids from Town and Country for multiple replacement options to Bill, indicating the fence company had not really indicated what the lifespan of the existing fence might be. A typical replacement scenario would be about $65k or $263/member.
- Cheryl Carlson indicated that we might be able to get additional fence sections repaired before Skinner gets to painting panels and then they could all be painted at once.
- Steve Yandl reported that a metal halide bulb in the light at the boat park went out. Repair was completed by R. J. Clark who installed the light. The good bulb was replaced as well since we were paying the electrician to go up the 20 ft. pole it seemed sensible to replace a bulb that is 5 or 6 years old.
- Don Jordan reported that he hasn’t hear back from the maintenance contact provided by Gold Creek 1. Don said he was trying to acquire a piece of plastic that he would then cut to size to replace the damaged step on the boat toy.
- Steve Yandl reported that a paint request from Greg and Mara Plank had been approved.
- Previously approved job for replacing a concrete driveway had been approved and completed but some neighbors of the member have complained that the contractor rinsed unset cement into the street and it’s now somewhat unattractive. It should eventually wash away but we may be able to get the County to apply some pressure and get the contractor back to do a better job cleaning up.
- Several lawns are close to the point where members will need to be sent warning letters. We may need to get quotes from Skinner and do the jobs as allowed by the CC&Rs and charge the owners.
- A tent structure had been reported along 150th Place that was visible from Willis Tucker Park but it appears to have been temporary for a party and has been removed with no warnings sent.
- Steve Yandl reported on the Sharma lawsuit against the HOA. The insurance company has made a settlement deal with Sharmas that has an attached confidentiality agreement. Steve will continue checking to make certain the lawsuit gets dropped as per the agreement. The only expense to the HOA was our $1k deductable with the insurance carrier. The amount of the settlement was small enough that we have not compromised the deterrent value of the fines over rental restrictions in the CC&Rs.
- Bill Steenis asked if there were any issues to be raised or questions from the membership. No inquiries or requests were raised.
- Ballots to elect the new board of directors have been sent and will be counted over the month of May. Transition will be at the June meeting and new officers elected at that time.
