- Suzan Miller called the meeting to order at 7:07pm. Present were Suzan Miller, Steve Yandl, Don Jordan, Nicole Klages and Duane Oord.
- Steve Yandl presented the minutes of the June board of directors’ meeting. Duane Oord moved to accept the minutes, Nicole Klages seconded and the minutes were unanimously approved.
- Steve Yandl reported on HOA financial status. Current checking balance is $67,788; operational reserve is $4,796 and the long term capital replacement reserve is $44,918. There still needs to be a transfer of $9,386 in special assessment funds and $9,880 normal reserve contribution from checking to long term reserve. Funds for fence repairs and other items now included in the reserve fund analysis will be pulled from that $19,266 in money to be transferred before it goes into the CD. We’re about $8k behind last year at this point in time but we don’t anticipate end of year legal expenses like we experienced in 2011.
- Steve Yandl presented a new reserve fund analysis for consideration. Duane Oord inquired to make certain the analysis satisfied the new requirements laid out in RCW 64.38.070 and we believe it does. Duane also asked that we change wording in the conclusion section to refer to each “member” or “household” rather than each resident and it was agreed that the change would be made. The analysis was unanimously approved and is now available on HOA web site. As stated in the analysis, we didn’t use the services of a reserve fund professional for the newly approved analysis.
- Steve Yandl commented that our bookkeeper was moving to Hawaii but planned to continue supporting clients here. She still has an office in the Alderwood area with a small staff. Steve just wanted to make sure there were no objections to looking for a new bookkeeper if this arrangement ends up being problematic. The Board was in favor of at least looking for a replacement before problems start.
- Steve reminded the group that we still need to do a new signature card at the bank. The fact that two on the current board are on the existing signature card make this less urgent but it should be taken care of.
- Don Jordan reported on the challenge of locating a contractor willing to make small repairs to the tot climbing toys. Nicole Klages will check with Trina Coleman to see if we can get the name and address of the original manufacturer who was in Florida if they’re still in business. It was agreed that Skinner should pressure wash the toys and attempt to get the graffiti off the tug boat toy. Don will check with a handyman friend to investigate the possibility of creating an improvised part to repair the broken step on the tug boat toy. Don also will check with staff at Totem Falls Elementary School to discover who they use for repairs of playground equipment.
- Steve Yandl reported that he had met earlier in the day with the rep from Town and Country Fence to get a quote on replacing common area fence adjacent to the Fleischman property and the Rover property and to install a chain link fence inside the existing fence for the south border of the detention pond in the NW corner of Sector 2A. The homeowner adjacent to the detention pond will be free to replace the wood fence or not since the safety issues for the detention ponds will be satisfied by the chain link fence. As previously decided, repairs will be paid for with funds from the reserve fund. There were no objections to proceeding with the needed repairs. Skinner has been reminded that he has the go ahead to complete painting of bare wood sections of fence. We have an option in the future to do a modified panel fence where the lower rail is set about a foot above the ground to limit rot of that wood section. We continue to contemplate the option of obligating adjacent owners for a percentage of repair costs based on the ACC rule that lets us hold members financially accountable for damage they cause through negligence or malice.
- Steve Yandl reported on the status of the sprinkler system. At least one controller needs to be changed which means an upgrade from Rainbird plastic unit to Hunter metal unit and a cost of around $500. This will bring the number of new Hunter controllers at 4 and leave us with 36 plastic controllers that will likely fail in the next five or six years.
- Steve Yandl reported on a handful of roof and paint requests approved because they were well within the established parameters of Section 6 in the CC&Rs. With the exception of a request to add a new brand of roofing material to the approved list there were no pending requests requiring the ACC or Board to render a decision.
- At the request of the Jensen family, multi-ply (laminate) type architectural shingles from GAF (‘Grand Sequoia’ and ‘Grand Canyon’) were reviewed. Tim Jensen had provide samples and information. After inspection and discussion, the two shingles from GAF will be added to the list of approved materials in the ‘Rules and Procedures of the Architectural Control Committee’ by unanimous approval. The ACC will contact Tim Jensen and provide him specific approval to replace his roof with GAF product per his submitted request.
- About half a dozen letters are to be sent regarding lack of yard maintenance.
- Steve Yandl will be providing a new updated member list to members of the Board and ACC.
- Home business request from Bill Steenis was reviewed and approved.
- Suzan Miller volunteered to help with preparing some of the ACC correspondence in the future.
- Steve Yandl briefed the Board on the strategy for replacing old locking mailboxes with new cluster box units as required and ways to assign members so the layout is more efficient for homeowners and the Post Office. The outline of this plan is incorporated as part of the reserve fund analysis which is posted on the HOA web site.
