CALL TO ORDER / PRESENTATION OF MINUTES
- Suzan Miller called the meeting to order at 7:15pm. Present were Suzan Miller, Steve Yandl, Tim Rizzo, and Joyce Bowen.
- Steve Yandl presented the minutes of the July meeting. Tim Rizzo inquired as to whether or not the new reserve fund analysis had been posted on line and it had. Motion to approve the minutes passed unanimously.
- Steve Yandl reported on HOA financial status. There is $61,478 in checking, $4,786 in money market and $44,946 in our CD (long term capital fund). We still need to transfer $19,266 less current year fence repair costs from checking to the long term reserve.
- Steve discovered that we’ve decreased our balance in the money market fund to where we’ve been paying a $10/month service charge, wiping out any increased interest earnings. Steve will talk to customer service and either raise the balance to avoid the fee or close the account and move those funds to regular checking.
- Audit of 2011 finance records is complete except auditor was waiting for a letter from our attorney, Sherman Knight. That letter had been sent to the auditor by the time of the meeting so it’s anticipated that we will have a complete audit report for review at the September meeting.
- Fence repairs to wood fence at north and south ends of Snohomish Cascade Drive are complete, as is installation of chain link fence along south edge of detention pond in the NW corner of the neighborhood. Painting of new wood fence sections was nearly complete.
- Steve Yandl reported that he postponed directing Skinner to pressure wash the climbing toys at the tot lots to make sure Skinner had time to complete fence painting which is a higher priorty.
- Steve Yandl reported on a situation where Gold Creek 1 had directed ‘New Leaf’ landscape company to do assorted repairs on the sprinkler system at their common area play area they refer to as the “orange park”. The New Leaf crew got confused and did work at our ‘Boat Park’ thinking it was the orange park. The total invoiced to Gold Creek 1 for the work was just short of $2500. New Leaf has proposed that we pay for some of the parts and labor and keep the new components that were installed. We were still waiting for the cost breakdown from New Leaf so no final decision could be made but there was agreement that if we considered paying for anything it would be the new controller (clock/timer) since our old unit was around 15 years old (although it was working fine).
- Tim Rizzo made the commitment to check out the broken step on the tug boat toy at the boat park to see if he could get a replacement fabricated in aluminum. He would also check on deteriorating wood on the picnic tables.
- Leavengood family has reported issues with deteriorating fence along Snohomish Cascade Drive that borders their lot. Repairs will be reviewed the next time we have the rep from Town and Country Fence out for bids.
- Multiple requests for project approvals. All met previously established criteria for approval so approvals were made without convening a special meeting or waiting for this Board meeting.
- Connie Gagnon – New roof with Presidential TL – approved.
- Holtgeerts – Direct TV antenna, with antenna located in least conspicuous location that would still provide reception – approved.
- Wells – fence repairs, replacement, staining/painting with style and colors to match existing fence – approved.
- Property by Silver Lake Water reservoir owned by Washington Mutual – Roof replacement with Presidential TL – approved.
- Hines – Roof replacement with Presidential TL – approved.
- Taylor – Roof replacement with Presidential TL – approved.
- Liebetrau – Roof replacement with Presidential TL – approved.
- Connie Gagnon – New roof with Presidential TL – approved.
- Issues of yard maintenance and fence repair that resulted in letters sent after July meeting have been resolved. Several reports of boat and trailer parking resolved without any action by ACC or Board.
- Subsequent to regular meeting an email discussion to consider approval of standard ‘Presidential’ shingles from CertainTeed was conducted on Aug 24 and 25. Standard ‘Presidential’ is two ply compared with ‘TL’ which is 3 ply. Samples of both provided by representative for ‘Rock Roofing’. By unanimous consent, standard ‘Presidential’ shingles are added to the list if allowed roofing materials, as of August 25, 2012.
- Steve Yandl reported on inquires regarding the possibility of entrance signs along Snohomish Cascade Drive at our border with Willis Tucker Park and with Gold Creek 1. Directors agree the idea has merit but isn’t a high priority with current financial situation. Joyce Bowen will do some checking on pricing of various signs.
- Steve Yandl reminded the Board that our current policy is to not allow any political campaign signs on common areas, only private residences where the owner approves.
- Boat Park reservations – Suzan Miller and Joyce Bowen agreed to assist with managing common area reservations. At present, boat park is reserved by Klages family on Saturday August 25 and Sallee family on Saturday September 1.
