SECTOR 2A AT SNOHOMISH CASCADE ASSOCIATION
7PM MARCH 5, 2013
CALL TO ORDER / PRESENTATION OF MINUTES
- Suzan Miller called the meeting to order at 7:07pm. Present were Suzan Miller, Duane Oord, Steve Yandl, Tim Rizzo, Jim Person, Joyce Bowen and Dalton Day (Eagle Scout candidate, dependent of homeowners Jeff and Kerry Day).
- Steve Yandl presented the minutes of the February 2013 meeting. There were no changes and the minutes were unanimously approved.
- Steve Yandl presented the financial status of the HOA. There was $85,065 in checking, $4,719 in the money market (operational reserve) and $51,660 in the CD (long term capital repair/replacement). There was a deposit of 14 more checks that Suzan Miller agreed to take to the bank on the 6th.
- There are 34 homeowners not paid in full. Two of those made partial payment and should be paid in full within the month. Two checks are due from escrow companies where there are new owners just moving in. There is one NSF check that we anticipate collecting on in the current month.
- Dalton Day presented his proposal for an Eagle Scout Project at the boat park. He distributed pictures of his plan. He proposes to add fence material at the base of the existing chain link fence to prevent ground balls escaping the outfield into the woods. All funding and labor will be provided by Dalton and his fellow Scouts. The final project would be 310 feet of fence.
- Jim Person suggested to Dalton that he set a completion schedule initially and modify if necessary after he gets feedback from his troop leader and his Scout helpers. Steve Yandl advised that scheduling would have to be set to avoid conflicts with Skinner and other contractors and the Little League if they start practices prior to completion of the project. Dalton felt that completion would likely be by May of the current year.
- Suzan Miller moved to approve the project, Jim Person seconded and there was unanimous approval.
- Steve Yandl suggested that we should get more aggressive on fence repairs this spring. It was proposed that we start replacing panels with the style fence where the lower stringer is only placed on the homeowner’s side of the fence and placed more than a foot off the ground rather than just above ground level. This would prevent the rapid deterioration of panels when rot works up the vertical boards. The disadvantage is that we lose some appearance continuity unless all panels are replaced at once. Suzan Miller moved to make that change on new panels. Joyce Bowen seconded and the motion passed unanimously.
- Steve Yandl reported that the tree company had not been called yet to remove the partially fallen Alder snag at the boat park. Tim Rizzo agreed to take a look to see if it was something we might manage without needing to call the pros.
- Steve Yandl reported that Patrick Hayes had approached him and requested that we give his father Eugene the legal fees he spent to keep us from fining him over his unapproved pool shelter. The matter was discussed. Jim Person moved that we table the matter. Steve Yandl seconded and the motion to table passed unanimously.
- Steve Yandl reported that Matt Nicholson completed his Eagle Scout Project at the boat park (wood backstop in front of existing chain link fence).
- There was a discussion of the latest tax increase that increased most of our taxes by approximately $1k per house.
