- Suzan Miller called the meeting to order at 7:00pm. Present were directors Suzan Miller, Duane Oord, Steve Yandl, Tim Rizzo, Nicole Klages, and Jim Person. Also present were homeowners Bill Malowney and Bill and Cindy Steenis. There was a quorum of directors but not a quorum of HOA members.
- Steve Yandl presented the minutes of the April 2013 board of directors’ meeting which were unanimously approved.
- Steve Yandl reported on current financial status.
- $92,438 in checking
- $5,709 in operational reserve
- $51,660 in CD, long term reserve

- There was a transfer of $1,000 from checking to operational reserve to prevent future fees on the money market account ($5k minimum).
- Three members not yet paid on 2013 annual assessments, two of those never paid for 2012. No new liens will be filed in a lien from a previous year is still in force. As previously agreed to, those who have not paid in full (full interest) will have that amount added to their 2014 assessment.
- We’re in the process of beginning the audit of 2012 finances with Josanne Eisenmann.
- Steve Yandl described the plan to get more aggressive on fence repairs this year with funds coming from the long term reserve account.
- Steve Yandl shared the letter from County Surface Water Management. They will again service our detention pond in the NW corner of the neighborhood. We’ve been instructed that we need to replace the fence at the north border of that pond. We will be having Town and Country Fence replace that wood fence with chain link fence as we’ve been doing for all detention pond boundaries.
- The plan on fences is to lower board that spans posts will be a single board on the homeowners side of the fence that will be placed several feet above ground level instead of a pair of boards just above ground level. This will allow vertical boards to rot a bit from the bottom up without a major compromise of that fence section.
- A new contract proposal has been requested from Skinner Landscape Service, Inc. for review with the maintenance committee and review by the board of directors at the June monthly meeting.
- If fence repairs don’t deplete too much of our long term reserve, we may review an upgrade of locking mailboxes on 72nd Drive to correct multiple issues, even if those boxes are still serviceable. Otherwise, boxes will only be upgraded when an existing box is unserviceable.
- Suzan Miller inquired about landscape maintenance south of 148th (Puget Park Drive) through Willis Tucker Park. Steve Yandl responded that the border in question belongs to County Public Works. Steve will alert the County to our concerns but it isn’t something the HOA can do beyond that. Parks and Recreation is responsible for the part north of 148th and they generally keep their portion maintained.
- Steve Yandl recapped the procedure for review of ACC project requests. He will quickly approve projects well within previously established parameters. Any borderline cases will be reviewed by the entire committee (same group as the board of directors).
- There was a discussion of problem yards that are chronic offenders. Letters will be sent to all of those within the next several weeks. It was suggested that letters include a reminder that lack of maintenance is a real detriment to those neighbors who happen to be adjacent (or just near) one of the few problem yards. Steve Yandl will attempt to contact lenders where landscape maintenance needs to be done on a property that is either abandoned or the owner refuses to acknowledge receipt of mail.
- Steve Yandl reported that he still plans to work on a major revision of CC&Rs and involve attorney Sherman Knight. Since this will be quite involved and require a 75% super majority for passage, the project will not be initiated in the near future. Being aware of the shortfalls of the existing CC&Rs, the ACC can avoid some of the problems experienced in the past until we clean up some of the language in the declaration.
- Ballots for new directors are arriving at a good pace. The new Board takes over in June and will elect officers at the June monthly meeting.
