- Steve Yandl called the meeting to order at 7:06pm. Present were Steve Yandl, Jim Person, Tim Rizzo, Duane Oord, and landscape maintenance contractor, Brian Skinner (Skinner Landscape Service Inc.).
- Minutes of the July 2013 meeting were accepted and unanimously approved.
- Steve Yandl reported we have $79,146 in checking, $5,690 in operational reserve (money market account) and $51,698 in the long term capital replacement account (CD account). Through the end of the year we anticipate $31,270 in regular budgeted for expenses plus we will be spending from the capital reserve for replacing fence sections. The transfer of $50,274 from checking to the long term reserve hasn’t been done yet (will be transferred at first CD renewal after we know our current year fence costs). We will probably be needing $3k to $5k from one of the reserve funds to finish the year.
- Copies of the audit of financial records for calendar 2012 were distributed and reviewed. Additional bound copies are available and a copy will be posted on the HOA web site for review by the membership.
- Steve Yandl described the detailed documentation of all our fence sections along both sides of Snohomish Cascade Drive. This will be an invaluable tool in tracking the maintenance history of each of the many fence sections and make it much easier to request work from Town and Country Fence (or other contractors).
- Jim Person explained the particulars of the new fence documentation. Only 3 posts require replacement, others might need some repair. The major problem is rot along the bottom horizontal support board and fascia board and rot at the bottoms of the vertical boards. Roughly one third of the fence sections require significant repairs or replacement. We will be meeting with Kirk at Town and Country Fence to go over the problem sections and get a quote. We also need to comply with a demand from Surface Water Management to replace the north border of our detention pond in the NW corner (67th Avenue SE entrance) with a chain link fence. Jim suggested we should get a second bid to make sure we are getting competitive pricing. Tim Rizzo suggested we investigate the cost of having the fence company use pre-treated lumber to prevent or delay rot. We agreed that we should investigate the cost of replacing the entire fence rather than piecemeal.
- We discussed ways to address the current high failure rate of portions of our sprinkler system(s) with Brian Skinner. We want to keep repair/replacement costs to a minimum but also need to address water waste issues. Jim Person has been shown how to shut down zones at the controllers to limit water loss when there is a leak of some sort. We’ve gone from Rainbird controllers to a Hunter node type system on replacements that use an actual clock for setting times as opposed to setting a time interval. Setting all zones to run after dark is more efficient with regard to evaporation and will reduce vandalism where children kick off the risers of running sprinklers. We discussed upgrading all controllers at once rather than one at a time to reduce long term costs. We suggested that we turn on the system at the baseball field and take some digital pictures so we can correct the ‘as built’ plans that are currently of very limited value.
- Steve Yandl reported on the paint spill on 155th Place SE. We’ve talked to the paint contractor who spilled the paint and he responded that he was investigating how to clean the spill without making a bigger mess.
- Steve Yandl reported that the Harrigan family is building a section of fence to properly screen their new camper as required in the CC&Rs.
- Abdul Saadi had a contractor clean up the front yard as requested by the committee but it appears he has gone with an unapproved new design that doesn’t include any lawn. We need to communicate with him to make sure the yard is maintained (and designed) in a manner similar to other yards in the subdivision as required by the CC&Rs.
- The several vacant lots have been cleaned up, either by absent owners or frustrated neighbors.
- We are getting regular complaints about certain homeowners who leave boats, trailers or rec vehicles parked curbside for too long.
- Steve Yandl shared with the architectural control committee the request from soon to be HOA members, Greg and Kathleen Penoyer, who are purchasing the Eugene Hayes property on 72nd Drive SE. There is a canvas shade cover adjacent to the back yard swim pool that can be seen from Snohomish Cascade Drive for which Eugene Hayes was given a waiver to retain the cover. The conditions were that it had to be properly maintained and kept clean and never tethered to the HOA fence. The waiver approval also stated that the waiver would not automatically be transferred to new owners. The new owners asked that we extend a similar waiver to them with the same conditions. After discussion the waiver was unanimously approved with the same conditions and the architectural control committee will monitor to make sure the conditions are being met. In addition, any replacement cover must be approved by the architectural control committee if the color, pattern or material is different from the current item. As with the waiver for Mr. Hayes, this waiver applies to the new current owner (Penoyer) and won’t automatically extend to any future owner.
