CALL TO ORDER / PRESENTATION OF MINUTES
- Suzan Miller called the meeting to order at 7:10pm. Present were Suzan Miller, Steve Yandl, Tim Rizzo, Jim Person, and Joyce Bowen.
- Minutes of the August 2013 meeting were accepted and unanimously approved.
- Steve Yandl reported we have $70,170 in checking, $5,690 in operational reserve (money market account) and $51,698 in the long term capital replacement. The $50,274 (less current fence expenses) owed to the capital reserve will be transferred when the CD renews in January 2014.
- The fence project will run just over $30k. Anticipating expenses through the year it appears we will need to use some of the long term funds and will owe the reserve fund additional money if we’re unable to transfer $20k to the long term fund.
- The long term fund analysis needs to be done before the end of the year. Based on current fence expenses, we’ll likely have to adjust contributions to the long term fund.
- Jim Person suggested we consider setting up electronic signatures to save effort on getting signatures on checks.
- Jim Person shared particulars on the fence repair job to be done by Town and Country Fence. Steve Yandl will be writing to all homeowners bordering Snohomish Cascade Drive, sent certified mail advising that trees and other vegetation needs to be cut back prior to October 1 and soil pulled back from the base of the fence. Owners who fail to do so will be assessed for the HOA cost to do any such required work. We need to remind Skinner that some vegetation from the common area still needs to be trimmed as well. Jim will be marking each fence section to be repaired with red dots on the outside of the upper horizontal board.
- Jim Person shared with the board that Town and Country had agreed to bid work for individual homeowners needing individual fence repairs at the same per foot rate as being given to the HOA.
- Jim reminded board members that there are some maintenance issues with the tot toys reported by Skinner when they did the pressure washing we had requested. Jim shared pictures with directors earlier so everyone had a reference. Steve Yandl reported that he will ask contacts at County Parks and Recreation if there are good repair contractors in the vicinity. In the interim, Tim Rizzo will see if he can get some of the repairs done before we invest money.
- Steve Yandl reported that Little League hadn’t weeded the infield at the boat park so we’ll ask Skinner to do a cleanup.
- We still have not gotten the paint contractor back to clean up the paint spill along 155th Place SE. Steve Yandl will contact County Public Works to see if they have suggestions.
- Steve Yandl reported that Abdul Saadi had a major yard maintenance job done but proposed a new plan that didn’t include a lawn. The ACC was unanimously opposed to approving a plan with no lawn. He will be given two weeks to provide an alternate acceptable plan or fines will commence in accordance with ACC rules.
- Klaus Herd has made strides in yard maintenance but neighbors have reported on issues on guests creating noise and parking issues.
- We’ve had a number of fence requests and paint requests. We’ve not had any issues with members doing these projects without the required advance approval.
- We have several pending short sales but no foreclosures. Houses offered for sales of the usual type have been selling quickly but the atypical sales still drag on and enforcement of CC&Rs is a bit problematic in those instances. Steve Yandl simply updated the board on which sales were in those categories.
- Steve Yandl reported that Silver Lake Water had planned to put new sod outside their gate entrance along Snohomish Cascade Drive but hadn’t done so yet.
