CALL TO ORDER / PRESENTATION OF MINUTES
- Suzan Miller called the meeting to order at 7:04pm. Present were Suzan Miller, Duane Oord, Steve Yandl, Jim Person, Tim Rizzo, Nicole Klages and Joyce Bowen.
- Minutes of the September 2013 were presented and unanimously approved.
- Steve Yandl reported we have $63,724 in checking, $5,690 in operational reserve (money market account) and $51,698 in long term capital replacement reserve (certificate of deposit).
- Since we owe the long term reserve $50,274 so we’ll likely have to increase dues to pay back what we owe the reserve fund.
- Proposed budget and new long term fund analysis will be presented at the November meeting for discussion.
- Jim Person reported on the fence condition and upcoming scheduled repairs. A recent storm had taken down a number of sections but we already had Town and Country Fence scheduled so we had them start with the down sections and then moved to the N end of Snohomish Cascade Drive where we had originally planned to initiate the work. Jim reported that work and materials seems high quality so far.
- Jim reported that the climbing toys rely on unconventional tools which make doing the repairs as volunteers problematic. Steve Yandl will try to contact a contractor whose name was provided by Parks and Recreation staff.
- The vandalized garbage can at the boat park will be replaced by Waste Management but the bins are on backorder.
- Steve Yandl reported that a letter was sent to Abdul Saadi regarding his yard upgrade to advise him that he did need to include a lawn as agreed to by the architectural control committee.
- Klaus Herd had made definite progress
- Board discussed the recent news story regarding the display of the “12th man flag” and how we might treat a similar situation.
- We discussed all the negative feedback received thus far regarding the unsolicited tree pruning done by County Public Works along Snohomish Cascade Drive. Steve Yandl reported there was no feedback on the previously sent email earlier sent to County Road Maintenance and shared with the directors prior to the meeting. Our certified arborist, Brian Skinner, reports that in addition to compromised appearance, the trees that were cut are far more susceptible to disease and rapid poorly attached replacement growth and suggested we consider replacing the trees now. If we don’t get an adequate response the board was in favor of contacting any media we might be able to access. Steve Yandl will contact Silver Lake Water to see if they will clean the mess left near the back entrance to their Reservoir #2 property where the RM crew left multiple stumps and stacked debris.
- We discussed dealing with the paint stain along 155th Place SE that the contractor has failed to deal with. Nobody had objections to Steve Yandl arranging to have it cleaned and put a claim against the owner’s bond to be reimbursed if the process isn’t too cumbersome.
- Jim Person mentioned that during coordination with the Town and Country Fence crew he observed that there is a lot of dog feces left in our common area as well as front yards near the paths were folks where people walk their dogs. Most residents walking dogs during daylight hours have appropriate collection bags but clearly some dog owners are not being responsible.
