CALL TO ORDER / PRESENTATION OF MINUTES
- Steve Yandl called the meeting to order at 7:06 P.M. Present were Steve Yandl, Duane Oord and Jim Person. Three directors is sufficient for a quorum.
- Minutes of the October meeting were presented and unanimously approved.
- Steve Yandl reported on finances. There is $23,907 in checking with $6,424 in either uncleared checks or anticipated expenses through the end of 2013. That will have us end the year with $17,483 in checking. We have $5,690 in our operational reserve.
- We owe the long term capital fund $50,274 less the $31,405 spent on fence repairs in 2013 or $18,869. Since we’ll finish the year with $1,386 less than that (assuming no unanticipated expenses or income) we will only be able to transfer $17,483. The current balance for the long term fund is $50,274 so after completing that transfer the long term fund will be at $69,181. We do anticipate collecting about $1500 from members adjacent to Snohomish Cascade Drive for extra clearing work we had to pay Town and Country Fence for so we’re actually finishing the year very close to being on target.
- The new proposed reserve analysis was distributed and discussed. The annual contribution to the fund will be increased from $9,880 per year to $11,115 per year ($40 per member up to $45 per member per year). The updated reserve analysis was approved unanimously and will be posted on the web page prior to the December Board meeting.
- The proposed budget for 2014 was presented and reviewed. There is a modest increase in proposed maintenance expense (+3%) and an insurance cost increase and slight decrease in legal and accounting. Other changes were very minor. The bottom line will be an increased in dues from $380 per year per member to $390 per year per member for 2014. The budget was approved unanimously by the Board and the final draft will be posted on the web page and presented to the membership for a ratification vote.
- Two members have not paid dues for two consecutive years. We have claims of lien to give us the best chance of ultimately collect but we should anticipate some bad debt over collections we might not receive.
- Jim Person reported the fence repair went fairly well. He has contacted Town and Country Fence to get the detail of properties where extra landscape clearing was required. He has updated records of which panels are associated with which homeowners but there are a few where it isn’t clear. We still need to get some stain on new panels to protect the wood.
- Jim also wants to get the info on sprinkler components married to the fence panel ID numbers.
- Steve Yandl hasn’t yet contacted a local repair person to get a quote on the tot climbing toys at the boat park.
- The extra garbage can destroyed by vandals still hasn’t been replaced because Waste Management is backordered.
- Abdul Saadi completed his landscape repair, adding lawn to the front yard and paid his $250 fine prior to being invoiced for it. The amount was correct and the committee agrees he is now compliant.
- Letters sent to County Public Works (Steve Flude in road maintenance) by Steve Yandl have been shared with all directors. We had a brief discussion of the matter. Jim Person reported that his neighbor had informed him that a branch had hit his roof when the crew was cutting down his cottonwood tree but he didn’t see the incident and hasn’t seen any roof damage.
- Silver Lake Water and Sewer District is well on the way to cleaning up the tree and brush mess by the entrance along Snohomish Cascade Drive. They will be moving their fence toward the boulevard (to the property line). They’ve asked that the HOA support that homeowners don’t toss yard waste onto their property.
- Duane Oord made his resignation from the Board of Directors official. We will be contacting potential replacements to see if there are any willing homeowners that might complete Duane’s term. The Board can discuss and vote on potential replacements at the December meeting.
- We had a discussion of recent crime issues and suggested solutions already discussed on the Gold Creek area Peeps facebook group.
