SECTOR 2A AT SNOHOMISH CASCADE ASSOCIATION
7:00PM TUESDAY MAY 6, 2014
CALL TO ORDER / PRESENTATION OF MINUTES
- Suzan Miller called the meeting to order at 7:04pm. Present were directors Suzan Miller, Steve Yandl, Tim Rizzo, and Ralph Kouri. Also present were homeowners Mike and Lori Pierce, Richard and Judy Tickle, and Jerry and Karen Davis. There was a quorum of directors but not a quorum of HOA members.
- Steve Yandl presented the minutes of the April 2014 board of directors’ meeting which were unanimously approved.
- Steve Yandl reported on current financial status.
- $74,317 in checking
- $5,697 in operational reserve
- $70,633 in CD, long term reserve
- $74,317 in checking
- There are still 5 homeowners who have not paid 2014 assessments. Two have paid less than the full amount but they’re likely paying the balance plus interest soon. In one case we have a bankruptcy where we may collect both for current year and prior year. There likely will be several new claims of lien filed before the end of May. We collected all special assessments for additional work required when fence repairs were done along Snohomish Cascade Drive.
- We’re in the process of beginning the audit of 2013 finances with Josanne Eisenmann.
- Steve Yandl reported that our electrician is investigating the costs of replacing our halogen lights at the boat park with LEDs.
- Tim Rizzo reported that he has checked on the issues with climbing toys at the boat park and feels that with help he can likely get the small problems repaired. He has already replaced the steps on the boat toy with wood steps that are much safer than the broken plastic steps replaced.
- Skinner Landscape will be replacing the top tier timbers around all play areas in the next month. It’s their busy season so it’s been tough to get the work scheduled in.
- Silver Lake Water and Sewer District should be completing their work in June.
- We have a request to consider replacing the remaining wood fence in our NE corner with chain link fence since the wood sections are fairly dilapidated.
- Steve Yandl reported on the strategy for mailbox upgrades as replacement of cluster box units becomes necessary.
- Steve Yandl recapped the procedure for review of ACC project requests. He will quickly approve projects well within previously established parameters. Any borderline cases will be reviewed by the entire committee (same group as the board of directors).
- Steve Yandl expressed concerns that some contractors are unaware that there are two distinct HOAs making up Gold Creek and they often incorrectly advise potential customers that they know which materials/colors/styles are approved.
- Steve Yandl reported that ballots for the new board are arriving at a reasonable rate. We have 71 (29%) already received by mail. We have some write in votes so we may be able to bring the number of directors back up to 7.
- There was an inquiry on whether or not we planned to paint new fence sections. The current plan is to coat new sections with clear preservative that provides some UV screening. This will result in a short term “patch work appearance” as we replace all sections but will save money and maintain a more uniform appearance over time.
- No new issues raised by members present.
