- Steve Yandl called the meeting to order at 7:05 P.M. Present were Steve Yandl, Nicole Klages and Ralph Kouri.
- Minutes of the May 2014 meeting were presented and unanimously approved.
- Steve Yandl reported on assessment collection status. We’ve received full payment from 224 of 247 homeowners. We’ve recorded two claims of lien. We’ve received payment for half of the annual dues from one owner. The two others who have not paid still have unpaid dues from the past two years; one is in bankruptcy and the final one we may do a new lien if we decide we’re willing to foreclose on our liens.
- There have been a number of small adjustments needed as part of our audit of 2013 finances. They’re all clerical type errors or quirks with Quickbooks but it’s time consuming to investigate what the bookkeeper might have done before simply approving an adjustment.
- We have $70,633 in capital replacement long term reserve, $5,692 in operational reserve and $73,041 in checking.
- The 2014 budget was ratified by the membership.
- Steve Yandl has a proposal with multiple options from electrician Jim Clark to get the burned out bulb at the boat park replaced. The proposal gave options for simply replacing the halogen bulb, retrofitting the existing structure with LED lighting or changing to a brand new LED fixture which wouldn’t include the shields designed for the current fixture. It was agreed we would go with the retrofit LED option unless Steve Yandl was presented with any downside when discussing with Jim Clark. Unless labor cost is prohibitive, it seems prudent to keep the shields to protect lights from vandals.
- Tim Rizzo hasn’t had time to investigate doing repairs on the catwalk for the slide toy at the boat park but he had previously repaired steps on the boat toy which was the most essential repair.
- Steve Yandl said he would work with Skinner to get the timber repairs underway.
- Steve Yandl reported that several sections of the detention pond in our NE corner were badly damaged so Town and Country Fence has been called for a quote to replace those sections with chain link fence and possibly other repairs to be determined when the rep does an assessment of the pond border and gates.
- We discussed staining the unpainted sections of fence along Snohomish Cascade Drive. We’ll check with painting companies for pricing to see if there are reasonable options to get it done rather than wait for Skinner Landscape’s busy season to wind down and then get it done late in the season.
- The contractors working on the Silver Lake Water and Sewer property damaged our sprinkler line under the driveway entrance to the water reservoir property. They’ve been contacted, and already found and repaired the damage.
- The turf in our first landscaped island had sunk enough to expose a sprinkler valve. Skinner’s crew has already brought in more soil and built the area up. It appears to have just been natural compaction/settling of the fill soil.
- Several yards have hit the threshold where a lack of mowing and/or weeding has become obvious. Steve Yandl will send polite emails to see if we can get the maintenance done without having to resort to a formal notice of non compliance from the ACC.
- Roofing and painting project requests have all fallen within pre-approved parameters so far this season so there really were no proposals needing to be reviewed by the full ACC.
- We’re starting to get complaints on parked boats on trailers, travel trailers and work trailers. Steve Yandl will place a friendly reminder of the rules on parking in the next quarterly newsletter.
- New directors have been elected but Steve Yandl still needs to contact the two homeowners who won positions by write-in to see if they will be able to serve for the year. The final tally was; Klages, 83; Kouri, 85; Miller, 85; Rizzo, 85; and Yandl, 92. We got write-in votes for Tim Day, Tim Chiangpradit, Shreedhar Dusara, Thomas Eastman, Don Jordan, Lillian Kaufer, Jason Kim, Dennis Arnold, Loren Carlson, Jim Person, Patty Slenes and Rick Slenes. The top write-in winners were Tim Day and Tim Chiangpradit.
- It was decided that we would keep the same officers since they were all elected as directors. That would be Suzan Miller as President and Steve Yandl as Secretary Treasurer.
- Steve Yandl shared what the upcoming events at Willis Tucker park. Movies in the park will continue although a church other than Gold Creek Church will handle the preliminary entertainment. The spray park is opening soon as well as the Friday farmer’s market. There is also a concert scheduled for a Saturday with an ad to be run in our newsletter.
- We discussed a complaint from Trina Coleman regarding a lack of courtesy when kids engaged in little league practices at the boat park climb fences into her yard to retrieve errant fly balls. Steve Yandl will share the concerns with the league. Nicole Klages brought up that we should also remind the league of their commitment to get volunteers to do rehab work on the infield area, possibly bringing in and spreading their special soil mix and definitely clearing weeds, etc.
- Steve Yandl reported on conversations with Silver Lake Water regarding the maintenance work at their Reservoir #2. Work will extend into July but it should be a bit less noisy by mid to late June. They are taking precautions to keep paint overspray from damaging cars and other neighbor property.
- Steve Yandl reported on his research on the commercial property for sale just east of our NE corner. The property is part of the plat of Willow Creek Division 1 and was at one point zoned as low density residential (R-9600). The developer had retained the 1.07 acres as Tract 906 for future development, presumably more residential homes. In December 2005 the parcel was part of a mass rezone voted on by the County Council. Steve Yandl will continue to investigate some of the unanswered questions on how a parcel that doesn’t match the current criteria for “neighborhood business” got through the vote.
