CALL TO ORDER / PRESENTATION OF MINUTES
- Suzan Miller called the meeting to order at 7:00 P.M. Present were Suzan Miller, Steve Yandl, and Nicole Klages.
- Minutes of the September 2014 meeting were presented and unanimously approved.
- Steve Yandl reported on conversion of Whidbey Island Bank to Heritage Bank where we have all our bank accounts.
- Steve Yandl reported on financial status. Current balance in checking is $31,234 operational reserve has $5,693 and long term (capital replacement or major repairs held in CD) has $70,659. Between regular contribution and year 3 of 4 of our special assessment to replenish the fund we owe the long term fund $20,501 from checking balance.
- Preliminary budget will be presented at the November meeting. We should finish the year with checking depleted or perhaps several thousand dollars short which suggests some tweaks to the 2015 budget.
- New claim of lien has been recorded on Mohammad property.
- Skinner still needs to aerate common areas and blow out sprinkler systems. Brian Skinner has been reminded.
- We’re holding off on a decision on whether or not to apply treatment to new play area timbers.
- Request placed in newsletter to find out if we need some fence repairs we’re not aware of before we move to paint or apply preservative.
- A tree company working in the neighborhood spotted some possible hazardous trees but their arborist determined those on our common area buffers were not actually hazardous.
- There was a discussion of continued unhappiness over the tree “trimming” done by the roads maintenance group from Snohomish County last year.
- Steve Yandl will be writing to Aziz Mohammad directing landscape maintenance to avoid imposition of our standard fines for non compliance with CC&Rs.
- ACC members confirmed that the Barrett fence addition (higher than the usual 6 ft) looked good.
NEW BUSINESS
- Steve Yandl reported that he discovered who broke the flag on the boat toy. We’ll investigate options to get the toy repair at low cost or no cost but if that doesn’t work out we’ll work out a deal with the family (they are members of the HOA). It doesn’t appear to be a blatantly malicious act which would have invited a more aggressive approach but there was some reckless disregard for HOA property and the incident wasn’t reported until evidence came to light on who was involved so we will ultimately demand accountability.
