CALL TO ORDER / PRESENTATION OF MINUTES
- Suzan Miller called the meeting to order at 7:12pm. Present were Suzan Miller, Steve Yandl, and Nicole Klages.
- Minutes of the January 2015 meeting were presented and unanimously approved.
- Steve Yandl reported on current financial status and forecast through the end of 2014.
- Currently $67,378 in checking. There still needs to be a transfer to the long term reserve of $14,460 which represents the regular transfer plus the special assessment (next to last year) less the amount spent on fence in 2014. Had the transfer been completed, there would have been $52,918 currently in checking. We’ve collected assessment from 57% of members which is a bit ahead of the norm. At Heritage Bank, it appears we can make deposits to the reserve CD at any time without penalty.
- There is $70,686 in the long term reserve. After the transfer, we will have $85,146.
- We have $5,694 in operational reserve. We are unable to increase that by $6,000 as proposed in the 2014 budget but we didn’t spend down the existing reserve.

- The newly prepared reserve fund analysis was reviewed, approved and will be posted on the web for the membership. The Board had wanted to do the fence replacement as a 3 phase (3 year) project but analysis of our funds suggests that four years is more appropriate unless we opt to do one or more special assessments. There was unanimous consent for the four phase program.
- There was a discussion of strategies for dealing with chronic late payers or homeowner’s who have failed to pay for multiple years.
- Feedback on ballots is generally supportive of fence replacement although there are some members who would like to see new sections painted as we’ve done in the past. There were a number of requests that we do landscape maintenance in adjacent properties (problematic for a number of reasons). There was not much support (yet) for adding new plantings.
- Steve Yandl has found a replacement lock available on Amazon that will work in our cluster box mailbox units. Cost with tax is under $10. There was unanimous approval to purchase 3 locks to have on hand for urgent repairs but we will begin charging owners who need a replacement lock.
- Fence repairs after a windstorm were completed for less than $1k but an additional 3 panels on the west side of Snohomish Cascade Drive came down and now require attention.
- Steve Yandl reported that Tim Day thought he might be able to do some of the repairs on the climbing tot toy but doesn’t want to commit until he has consented with some friends with expertise in that sort of repair.
- No response from Aziz Mohammad regarding the non compliance notification sent by certified mail. Fines are at $3,850 and increasing by $100 per day.
- We’ve approved multiple roof replacements, all planning to use Presidential or Presidential TL shakes from Certainteed.
