CALL TO ORDER / PRESENTATION OF MINUTES
- Suzan Miller called the meeting to order at 7:10pm.Present were Suzan Miller, Steve Yandl, Tim Day, Nicole Klages, and Rick Sallee.
- Minutes of the October 2015 meeting were presented and unanimously approved.
- Steve Yandl reported on current financial status and forecast through the end of 2015.
- Currently $89,952 in checking.The fence replacement (phase 1) was completed for just under $40k, we haven’t needed to replace other expensive items like mailboxes so we should be able to return the approximately $8,500 held back from the capital reserve when we renew our time certificate.We should finish the year with an excess of around $15k (because larger maintenance items didn’t require immediate action in 2015) so we can likely get going on phase 2 of fence replacement early in 2016 and still maintain adequate financial cushion for surprise maintenance issues that might come up.
- There is $50,766 in the long term reserve after the $20k transfer.
- We have $5,696 in operational reserve.
- On the Mohammad Chapter 7 bankruptcy, the short sale was completed and we should receive our $2,500 settlement shortly.
- The audit of 2014 financial records is underway and Steve Yandl will be preparing responses to the list of open issues provided by the auditor.
- We got a letter from the IRS stating that we owe some tax.The amount is less than $8.00 so we’ll simply pay and not argue the issue(s).
- Homeowner Chris Perkins has contacted Ty’s Tree Service for a quote to remove a broken hanging maple branch in an NGPA area that poses a damage risk to his back fence and landscape.The bid came in at $250 before tax and Ty’s checks out on the L&I web site so the job is approved but not yet completed.
- Approval has been given to the Orton family to have trees in the buffer adjacent to their property thinned (wind sailing) at their expense with the work to be done by Evergreen Tree Service (they have a certified arborist on staff who will make certain the work is done in a way that preserves the health and appearance of the trees.
- Town and Country Fence has completed phase 1 of our fence replacement and the new fence looks excellent.Owners adjacent to the fence will be advised to not push dirt, mulch or other materials that would speed decomposition of the fence up against the fence.If they must put down material to keep small pets in the fence, gravel or river rock will be acceptable or they can set up a kennel area with chain link fence and leave the gaps under the commonly owned wood fence.
- Approval given to owner Simicich for shed paint color which won’t initially match the existing house color until the house is repainted next year.
- Variance was given to Olafson family to park their RV adjacent to their property for several weeks (prior to a scheduled maintenance) but they ultimately opted to keep the RV at their rented storage location after just a few days of parking.
- Approval given to Mike McCann for new front door paint color and glass screen door.
NEW BUSINESS
- Steve Yandl proposed for consideration a new item to be added to ACC rules.The rule if acceptable to the board would be voted on at the December meeting and membership notification would be accomplished by adding the information to the mailing that is scheduled for 2016 assessment invoicing and ballot ratification.Specifically, the policy would be that if a homeowner has an unsatisfied lien from a previous year and fails to pay assessments in the current year, the Board may file a new lien and opt to sue to foreclose on the new lien.If that action is taken, the added legal cost would become part of the amount owed whether or not the matter proceeded to court.
