- Suzan Miller called the meeting to order at 7:14pm.Present were Suzan Miller, Steve Yandl, Tim Day, and Nicole Klages.
- Minutes of the November 2015 meeting were presented and unanimously approved.
- Steve Yandl reported on current financial status and forecast through the end of 2015.
- Currently $47,830 in checking.Fence replacement (phase 1) has been paid for, leaving $15,322 in checking that is earmarked for the reserve fund.We should finish the year with an excess of around $15k (because larger maintenance items didn’t require immediate action in 2015) so we can likely get going on phase 2 of fence replacement early in 2016 and still maintain adequate financial cushion for surprise maintenance issues that might come up.
- There is $50,766 in the long term reserve (would be $66,088 after transfer).
- We have $5,696 in operational reserve.
- We received bankruptcy settlement for the Aziz Mohammad property and there is a new owner of the involved property.
- The audit of 2014 financial records is nearly complete and bound copies of the result will be available in about a week.
- Steve Yandl presented the proposed budget for 2016.
- Dropped the $38 special assessment portion since the amount borrowed for legal expenses was fully restored after the 2015 assessment.
- Increased regular contribution to long term capital fund from $11,115 to $18,525 (from $45 per owner to $75 per owner per year).
- Amount budgeted for water raised from $4,500 to $6,000.
- Some other minor adjustments brought total assessment to $400 per member which is the same as 2015.
- Hanging branch behind Perkins property was removed.New downed tree in the same NGPA reported to be crossing unmaintained trail will be checked out for possible removal.
- Fence section downed after recent winds was never reported by impacted owner.Plan is to wait until we have Town and Country Fence out to do phase 2 of fence replacement and then include this downed section (which was part of phase 3 in the plan).
- Discussed ways to educate owners on the need to keep storm drain catch basins free of leaves and other debris to prevent street and yard flooding in rain storms.
- Approval given to Om Sharma for new roof in Presidential TL.
- Inquiry from Darren Carlson on temporary placement of PODS storage container in driveway during interior repair/remodel.He was advised that the placement on a temporary basis would likely be approved.
- New rule proposed at the last meeting was unanimously approved.Owners will be advised by mail by including the text of the rule on the budget ratification ballot that will be sent out on January 1, 2016.The rule will read, If the HOA opts to foreclose on a newly recorded lien for annual assessments in a situation where the homeowner has an unresolved lien from one or more previous years as well as the new lien for the current year, the legal costs associated with filing the lawsuit to foreclose will become part of what the homeowner owes, whether or not it appears on the claim of lien, unless the matter is decided in court and the homeowner prevails.
- Suzan Miller suggested a follow-up on an earlier suggestion to reimburse Steve Yandl for a replacement computer he recently purchased for doing HOA business.This will be placed on the January agenda so we can have receipts for the amount actually spent.
- Steve Yandl reminded the group that Jessica Andahl has decided to not continue as the person in charge of yard of merit and holiday decoration award programs after doing the holiday awards for the 2015 season.We don’t have any volunteers to replace her yet.
- Steve Yandl was contacted by Jeff Taylor from South Snohomish Little League regarding the leagues interest in reserving or field as they’ve done in the past.Jeff was advised that in addition to the HOAs requirement to be listed as an added named insured on the policy and placement of a portable toilet during the season, it would be beneficial to the league to bring in more special dirt to service the infield area.
