CALL TO ORDER / PRESENTATION OF MINUTES
- Suzan Miller called the meeting to order at 7:10pm.Present were Suzan Miller, Steve Yandl, Tim Day, Nicole Klages, Rick Sallee and Ralph Kouri.
- Minutes of the December 2015 meeting were presented and unanimously approved.
- Steve Yandl reported on current financial status.
- Currently $41,295 in checking with $15,322 of that earmarked for the capital reserve fund.There are outstanding checks totaling about $5k so we began 2016 with an excess in operation funds of approximately $20k (limited surprise maintenance expenses in 2015).
- There is $50,782 in the long term reserve (would be $66,088 after transfer).
- We have $5,697 in operational reserve.
- Audit results made available to the board and are posted on the web site for review by any member.
- Invoices and budget ratification ballots were mailed out January 2, 2016.
- Steve Yandl proposed that we move the $20k excess from 2015 to the long term reserve and that we update the reserve fund analysis to determine if we can accelerate fence replacement.Motion was made, seconded and unanimously approved.If possible, we will do phase 3 of fence replacement or part of phase 3 in addition to phase 2 in 2016 provided we maintain sufficient balance in reserve to cover contingencies such as damaged mailbox units.
- Downed tree crossing the path that runs parallel to 72nd Drive was removed by Skinner’s crew.
- Fence section downed after recent winds was never reported by impacted owner.Plan is to wait until we have Town and Country Fence out to do phase 2 of fence replacement and then include this downed section (which was part of phase 3 in the plan).
- Go ahead has been given to Town and Country Fence to do phase 2 of our fence replacement project (refer to reserve fund analysis for details on phase 2).They will also replace the downed fence section.Letters are being send to impacted members along Snohomish Cascade Drive.
- Trail and detention pond cleanup has been completed.
- No project approval requests over the past month.
- No CC&R violations requiring committee action over the past month.
- New rule proposed at the last meeting that was unanimously approved was announced to membership as a notice on the ballot mailing as well as in the Quarter 1 newsletter.The rule reads, If the HOA opts to foreclose on a newly recorded lien for annual assessments in a situation where the homeowner has an unresolved lien from one or more previous years as well as the new lien for the current year, the legal costs associated with filing the lawsuit to foreclose will become part of what the homeowner owes, whether or not it appears on the claim of lien, unless the matter is decided in court and the homeowner prevails.
- Suzan Miller made a motion to reimburse Steve Yandl $1,599.00 for a desktop computer purchase made by him July 19, 2015 since that desktop computer was necessary to perform HOA property manager tasks.After discussion, the motion was seconded and unanimously approved.
- No new business raised.
