MINUTES OF THE BOARD OF DIRECTORS’ MEETING
SECTOR 2A AT SNOHOMISH CASCADE ASSOCIATION
7 P.M. TUESDAY MARCH 1, 2016
CALL TO ORDER / PRESENTATION OF MINUTES
1. Suzan Miller called the meeting to order at 7:03pm. Present were Suzan Miller, Steve Yandl, Nicole Klages, and Tim Day.
2. Minutes of the February 2016 meeting were presented and unanimously approved.
TREASURER’S REPORT
1. Steve Yandl reported on current financial status.
3. Thus far, 163 owners have returned budget ratification ballots. The current tally is 157 to 6 in favor of budget ratification and the board has been awarded 145 proxies.
MAINTENANCE COMMITTEE REPORT
1. Phase 2 of fence replacement along Snohomish Cascade Drive is completed. Collections thus far are sufficient to allow the HOA to initiate phase 3 (per the new reserve analysis) and complete fence replacement in 2016. This will require a withdrawal from the reserve CD of roughly $30k when it renews in July 2016 so operating funds will be adequate to finish out 2016 (again, in line with new reserve analysis).
2. Steve Yandl reminded the board that we also have some chain link fence installation to complete adjacent to the detention ponds but that work will be put off until after phase 3 of wood fence work.
3. No major upgrades planned for 2016 beyond fence replacement and, if required, mailbox cluster unit replacement.

1. Several requests from homeowners.
NEW BUSINESS
1. Kathy Miller emailed an inquiry about again coordinating contributions for a Glacier Peak HS soccer fundraiser with the Gold Creek annual garage sale. Steve Yandl has agreed to place an informational article in the next quarterly newsletter to advertise the fundraiser.

TREASURER’S REPORT
1. Steve Yandl reported on current financial status.
- Currently $97,429 in checking with $15,322 of that earmarked for the capital reserve fund.
- There is $50,801 in the long term reserve (would be $66,123 after transfer).
- We have $5,697 in operational reserve.

- Hirshorn – Paint colors approved.
- Hamilton – Paint colors approved.
- Hughey – Fence replacement and roof replacement both approved.
- Edwards – Roof and gutter replacement approved.
- Harbak – Tree removal from NGPA approved provided arborist confirms the tree is hazardous and Harbaks contract with a licensed tree company for trimming or downing the questionable tree extending over lot border.
- After the executive session, board reconvened and discussed the appropriate size of a daily fine (not to exceed $500/day per the CC&Rs) to impose if a homeowner doesn’t adhere to the approved plans for a replacement roof; if and when correction isn’t made during the required 30-day notification period. Unanimous approval was given for a $300 per day fine (after an additional 5 days’ notice in which the owner would be advised of the fine).
- If a new roof isn’t in place by March 15, 2016, a 5-day notice will be sent to the non-compliant owners.
