CALL TO ORDER / PRESENTATION OF MINUTES
- Suzan Miller called the meeting to order at 7:12pm.Present were Suzan Miller, Steve Yandl, Rick Sallee, Tim Day, Ralph Kouri and Nicole Klages.
- Minutes of the August 2016 meeting were presented and unanimously approved.
- Steve Yandl reported on current financial status.
- Currently $42,170 in the checking account (operational funds).Forecasting to end of year, we should finish the year with just enough to pay the bills for the first few weeks in January 2017 without touching operational reserves.
- There is $16,851 in the long term reserve.
- We have $5,698 in operational reserve.
- Situation with the bookkeeper has improved but we’re still looking at options to prevent performance lapses in future years.
- Steve Yandl has discussed starting the audit with the auditor and anticipates an engagement letter in the next few weeks.
- Preliminary budget for 2017 presented and discussed.This budget will be presented to the membership in the 4th quarter newsletter so they have time to review before the budget ratification vote at the start of 2017.It’s anticipated dues of $400 per year will stay the same.
- Mulch work in common areas is completed.
- Trelstad Tree service is expected to do our planned removal of dead or dying birch trees (16 of them) on or about September 16.Cost will be approximately $250 per tree.
- We will contact Pacific Topsoil to have approximately 60 cubic yards of cedar play chips blown in to the 3 tot play areas to give an additional 6 inches depth.
- Discussed options for mitigating water marking from sprinklers on our new pre-stained fence.It was felt that some adjustments (short of moving sprinkler locations) could lessen but not eliminate the marking.The problem is that the sprinklers are mostly located along the sidewalk edge aimed into the fence rather than next to the fence line and aimed to overlap adjacent sprinkler patterns.Hopefully the watermarks will be less obvious when we get more rain and less sprinkler watering.
- Chain link fence along south border of NE corner detention pond will likely be postponed until 2017 as well as our sprinkler controller improvement project.
- Several requests from homeowners.
- Almsted – Roof replacement with Pabco shakes approved..
- Oorton – Roof replacement with standard Presidential shakes approved.
- Craik – New paint color for front door approved.
- Meabon – Paint colors approved.
- Parkins – Location of exterior air conditioning unit approved.
- Hilgeman – Paint colors approved.
- Andahl – Revised paint colors approved.
- Steenis – Replacement fence adjacent to tot play area approved.
- Anderson – Paint colors approved.
- Liebetrau – Paint colors approved.
- Complaints, CC&R violations
- Letters still need to be sent on a small number of chronically problematic landscapes.
NEW BUSINESS
- Discussion of youth sports group wanting to use boat park ball field for practice.Still need insurance documentation before reservation will be approved.
- Member has shared that he was disappointed that the architectural control committee would simply advise people they must comply with county setback rules when approving sheds and other structures rather than deny HOA approval for the proposed projects.Pros and cons of policy change discussed and no change will be made at this time.
