MINUTES OF THE BOARD OF DIRECTORS’ MEETING
SECTOR 2A AT SNOHOMISH CASCADE ASSOCIATION
7 P.M. TUESDAY AUGUST 1, 2017
CALL TO ORDER / PRESENTATION OF MINUTES
1. Suzan Miller called the meeting to order at 7:00pm. Present were Suzan Miller, Steve Yandl, Nicole Klages and Ralph Kouri.
2. Minutes of the June 2017 meeting were presented and unanimously approved. Note that the July meeting was cancelled due to the first Tuesday in July falling on Independence Day in 2017.
TREASURER’S REPORT
1. Steve Yandl reported on current financial status.
a. Currently $71,243 in the checking account (operational funds).
b. There is $16,877 in the long-term reserve.
c. We have $5,701 in operational reserve.
2. Still have 4 collection issues.
3. Update provided on the owner bankruptcy situation and probable collection of past due amounts over a period of years.
4. Treasurer still working on assuming bookkeeping duties.
MAINTENANCE COMMITTEE REPORT
1. Washington Tree and Lawn will be taking over pesticide and herbicide applications from Turfs’ Up.
2. Recap of ongoing sprinkler repairs. Because of drought and isolated valve problems, Skinner is running sprinklers most days to try and revive portions of turf that are browning.
3. Still need to find landscape supplier to blow in additional wood chips in play areas.
4. Issue with photo- sensor at boat park. With new LED we’re not wasting much electricity but we still need to get the electrician out to evaluate and repair.
5. Town and Country Fence due to start work on chain link fence along south edge of our NE detention pond on August 16.
6. Plan is to do 5 mailbox upgrades this year with funds out of the capital reserve.
7. Had tree service remove hazardous branch in NGPA behind Rowe property.
ARCHITECTURAL CONTROL COMMITTEE REPORT
1. Requests from homeowners for project approvals.
a. Patterson – Paint colors approved.
b. Edwards – Paint colors approved.
c. Holtgeerts – Patio cover as well as outdoor entertainment area approved.
d. Anderson – Patio cover approved.
e. Blosser – Paint color approved.
f. Carlson – Fence height inquiry responded to.
g. Sandberg/Bennet – Roof replacement in Presidential TL approved.
h. Fatkin – Paint color approved.
i. Vales – Paint colors approved.
2. Complaints, CC&R violations
a. Written complaints on specific yards were discussed. All were justified and letters will be sent.
b. Excessive parking of boats and RVs in front of houses continues to be a problem.
c. Remnants of treehouse and other kid constructed play equipment were sufficiently cleared out of yard by Ness family.
d. Complaint regarding the extent of one of the approved patio covers shared and discussed. ACC will generally approve structures that are approved by Snohomish County PDS, the committee and board recognize that impact to adjacent neighbor’s views should be more carefully considered in future reviews.

1. Discussed what the realistic options were for the HOA to be involved in crime prevention. While many neighbors express interest in security patrols and HOA managed camera coverage, the board continues to believe the best results can be had with revitalized crime watch and the sharing of information by those residents who do have security cameras installed.
2. Discussed several thefts from open garages by opportunistic criminals.
3. Vandalism at the boat park is an ongoing issue, particularly during school summer break. There is a significant crack in the tube slide that appears to have been caused by some explosive device. Microwave oven was blasted apart on the ball field on July 4, baseball plates uplifted and all manner of junk and debris abandoned when the fire department responded to a bonfire on July 4.
