MINUTES OF THE BOARD OF DIRECTORS’ MEETING
SECTOR 2A AT SNOHOMISH CASCADE ASSOCIATION
7 P.M. TUESDAY DECEMBER 5, 2017
CALL TO ORDER / PRESENTATION OF MINUTES
1. Suzan Miller called the meeting to order at 7:03pm. Present were Suzan Miller, Steve Yandl, Tim Day, and Nicole Klages. Rick Sallee had tendered his resignation several days prior.
2. Minutes of the November 2017 meeting were presented and unanimously approved.
TREASURER’S REPORT
1. Steve Yandl reported on current financial status.
a. Currently $40,568 in the checking account (operational funds). Approximately $12k is owed to the long-term reserve ($18.5k less $3k spent on mailboxes and $3.5k on fence)
b. There is $16,877 in the long-term reserve.
c. We have $5,702 in operational reserve.
2. Update on situation where one member has declared bankruptcy and a payment plan is being established by the court.
3. The audit of 2016 finances is complete. Bound copies were distributed. Results will be posted on web site within the next week and bound copies are available for review by member/homeowners.
4. Budget for 2018 was distributed. After review, the board voted unanimously to accept the budget and present it to the membership for ratification. The budget is posted on the web page and recent budgets remain posted for comparison by the members. Once again, the annual assessment will be $400. Invoices will be mailed as soon as possible after January 1, 2018.
MAINTENANCE COMMITTEE REPORT
1. Electrician Jim Clark has changed the photosensor at the boat park. The cost will be under $200.
2. Several owners have reported broken fence boards along Snohomish Cascade Drive. We had a commitment from Town and Country Fence to fix these at no charge but that has not happened yet.
3. Potentially hazardous trees in greenbelt areas remain a concern for some members.
4. Several planned tasks such as augmenting play chips in tot play areas didn’t happen this current year. About $20k will be carried into 2018 therefore. We will strive to get these projects underway as soon as practical in 2018 since funding is immediately available.
ARCHITECTURAL CONTROL COMMITTEE REPORT
1. Requests from homeowners for project approvals.
a. Tisha Brandt – New roof with Presidential TL shingles was approved.
2. Complaints, CC&R violations
a. Written complaints on specific yards were discussed. All were justified and letters will be sent.
b. Complaint on improperly managed compost pile with food waste an attractant for rats, raccoons and other undesirable wildlife. Letter will be sent.
c. Follow-up on hoops blocking sidewalks was discussed.

NEW BUSINESS
1. Jill Kreeck has volunteered to take over the holiday decoration award program. She will consider the yard of merit program as well but isn’t ready to commit yet. Steve Yandl will assist in getting her started and names of winners will be placed in the newsletter as in previous years.
2. Interest shared in trying to talk Rick Sallee to reconsider his resignation from the board. If Rick doesn’t return, board will consider possible replacements to serve out the remainder of Rick’s term.
