- Nicole Klages called the meeting to order at 7:07pm. Present were board members Nicole Klages, Steve Yandl, John Alleman, Bill Steenis, and Matt Hale. David Divoky joined the meeting by video. This was enough for a quorum.
- Minutes of the May 2019 meeting were reviewed and approved.
- Steve Yandl reported the final vote tally for new directors/governors. John Alleman, 109; David Divoky, 109; Tanya Edwards, 110; Matt Hale, 110; Nicole Klages, 110; Bill Steenis, 113; Steve Yandl, 128.
- Steve Yandl reported on current financial status.
- Currently $121,566 in the checking account (operational funds).
- There is $16,902 in the long-term reserve.
- We have $5,706 in operational reserve.
- We have only one member who hasn’t paid anything for the year and that property is in foreclosure. One member has paid half of the dues and intends to pay the remainder plus interest in the current year. There are a few minor amounts due from members who didn’t pay enough interest for late payments.
- A transfer of $31,025 (less any amounts spent on items included in the long-term reserve analysis) for amounts that should have been moved to the reserve CD plus $12,525. The total transfer would be $43,525. It’s likely we will replace several mailbox units and possibly invest in playground equipment replacements in the current year so the transfer may be reduced.
- If our spending pattern is like 2018, we should conclude the year with an excess of around $12k. Most of this excess could be spent on drainage and play chip improvements in support of the playground equipment upgrades. This estimate assumes expenditures of around $11k for hazardous tree removal in the next month.
- Review of proposals from professional reserve analysis companies. The newest state law mandates that most HOAs have an analysis performed by a reserve professional. The cost for us would be around $1,800 for an initial analysis and an ongoing annual cost of $400-$500.
- The new state law regarding HOAs would also allow special assessments that could be approved by following regular budget approval process without the need for a super majority.
- It has been challenging to get tree cutters out to provide quotes on several trees of concern. Several tree cutters who did evaluate the trees dispute the findings of the arborist who identified a large 100-foot tall cottonwood as hazardous. We will continue to seek bids but also follow up with the homeowner concerned about the cottonwood to verify the tree is indeed hazardous. We need to see what specific analysis was performed and not rely strictly on a quick visual inspection.
- Backflow certification has been completed at our 4 meters by A-Bat.
- Sprinkler system repairs have been moderate so far this year. We still have chronic issues with underground valve controllers but only a few needed significant repairs so far.
- Homeowner request for projects.
- Anderson – Made an inquiry regarding planned kitchen remodel. Minimal changes to outside of the house anticipated so the actual request should be simple for the HOA to review when it is submitted.
- Potts – Inquiries on HOA requirements for fence approval and request for advice on determining a property line without having to pay for a survey company.
- Dobbins – Paint request (same colors) approved.
- Chum/Chan – New roof installed without obtaining approval. Roof was done using approved material so no HOA noncompliance issue.
- Inquiry made on the Lillibridge landscape project. Steve Yandl reported that Kiel had received approval for the fence component and though they had not properly gotten approval for the work inside back and side yards it didn’t violate any HOA rules (provided there were no issues with the county on increased hardscape).
- Complaints, CC&R violations
- Long term boat parking in the driveway was addressed in the previous month. Owner was agreeable and has located a storage location for the boat.
- Bill Steenis summarized the county’s requirements for initiating a study that would ultimately result in installation of speed bumps (probably 3). This would be in the vicinity of the Steenis house where 72nd Drive curves into 150th Place. This curve has plenty of speeding, driving in the wrong lane and inattentive drivers plus small children are frequently playing near the street. The first step is to get agreement from those living on those streets that speedbumps are needed.
- Election of new officers and committee chairpersons.
- Matt Hale as president.
- Nicole Klages as vice-president.
- Steve Yandl as secretary and treasurer.
- John Alleman and Steve Yandl as co-chairmen of the architectural control committee.
- David Divoky as chairman of the maintenance committee.
- Signature cards. The current card includes Steve Yandl, Nicole Klages and Bill Steenis who remain on the board so we can continue to do business but will do a new signature card including the following signers:

- We discussed the challenges trying to restrict fireworks. The current laws and HOA rules prohibit using certain types of fireworks (firecrackers and M80s, bottle rockets, homemade explosive devices) and don’t allow discharge on common area property or the public right of way but the rules are nearly impossible to enforce.
- Matt Hale asked if we had ever considered having our landscaper do some weed removal on the planter islands belonging to public works that are in the vicinity of our north entrance. The reasons for Skinner being reluctant to take that on were discussed and the suggestion made that this might be a good task for work parties to tackle from time to time. It isn’t likely the county would object to citizen volunteers doing some weeding of county property and it would give us a tidier look.
