CALL TO ORDER / PRESENTATION OF MINUTES
- Matt Hale called the meeting to order at 7:11pm. Present were board members Matt Hale, Bill Steenis, Nicole Klages and Steve Yandl. This was enough for a quorum.
- Minutes of the August 2019 meeting were reviewed and approved.
- Steve Yandl reported on current financial status.
- Currently $100,431 in the checking account (operational funds).
- There is $16,911 in the long-term reserve.
- We have $5,706 in operational reserve.
- We have only one member who hasn’t paid anything for the year and that property is in foreclosure. One member has paid half of the dues and intends to pay the remainder plus interest in the current year. There are a few minor amounts due from members who didn’t pay enough interest for late payments.
- A transfer of $31,025 (less any amounts spent on items included in the long-term reserve analysis) for amounts that should have been moved to the reserve CD plus $12,525. The total transfer would be $43,525. It’s likely we will replace several mailbox units and possibly invest in playground equipment replacements in the current year so the transfer may be reduced.
- Steve Yandl has made progress on preparations to have a professional reserve study company do our reserve fund but has not set the study up yet.
- A new signature card still needs to be prepared at Heritage Bank.
- Skinner Landscape completed gravel application at the boat park.
- We have ongoing sprinkler repairs, including the replacement of numerous gear drive units at boat park flower beds with spray heads to avoid overwatering and associated erosion.
- Skinner has completed detention pond lawn cutting, trimming trail head areas and some weed treatment at the baseball field.
- Skinner Landscape has inquired on how to deal with tree and shrub branches coming over the fence along Snohomish Cascade Drive. As we’ve always said in the past, Steve Yandl again instructed Skinner to trim any problem vegetation that extends into the common area over or through the fence.
- Kyle Woods (WoodsCrew) will be making improvements to the tot area on 72nd Drive SE that we agreed to at the August meeting.
- David Divoky removed and disposed of our 3 small trash receptacles at our two HOA parks. There will now only be the large receptacle rented from Waste Management at the boat park and no receptacle at the tot area on 72nd.
- There was unanimous agreement to having as much mulch applied to landscape beds along Snohomish Cascade Drive as we could get for $3,200.
- We’ve noticed an unstained board along the common area fence, likely a replacement installed by the adjacent homeowner (several boards show damage from dog activity). The next time we have Town and Country Fence out to do other fence repairs we will request that board be replaced with a pre-stained board and will bill the homeowner for the board and labor.
- We have had an initial treatment of turf done by Tru-Green and it went well. We’ll be making a final payment to Washington Tree and Lawn for their most recent treatment and advising them that we’re changing contractors.
- Homeowner request for projects.
- Mike and Stephanie McDaniel – Paint request approved.
- Mooney – Inquiry on paint request procedure; the actual request hasn’t yet been submitted.
- Request for review of new roofing material
- Contractor Steve Herzog (ProTec) had submitted a sample of a synthetic slate roof product on behalf of new HOA members, Smith. The way the CC&Rs read this could only be approved as a variance. After review of the product and discussion, the board voted unanimously to not approve the synthetic slate.
- Complaints, CC&R violations
- Several boat parking situations were successfully addressed but we still have some chronic violators who need to be contacted.
- Bill Steenis reported that he has submitted the list of HOA owners interested in an analysis to see if speed bumps are called for in our NE corner. The county will soon be setting up monitoring on the streets of concern to collect data.
