CALL TO ORDER / PRESENTATION OF MINUTES
- Nicole Klages called the meeting to order at 7:35pm. Present were Nicole Klages, John Alleman and Steve Yandl. This was enough for a quorum.
- Minutes of the September 2019 meeting were reviewed and approved.
- Steve Yandl reported on current financial status.
- Currently $86,266 in the checking account (operational funds).
- There is $16,911 in the long-term reserve.
- We have $5,707 in operational reserve.
- With the exception of one foreclosure situation, we’ve received assessment payments for 2019 from all members as of this meeting (one partial payment still needs to be deposited).
- A transfer of $31,025 (less any amounts spent on items included in the long-term reserve analysis) for amounts that should have been moved to the reserve CD plus $12,525. The total transfer would be $43,525. It’s likely we will replace several mailbox units and possibly invest in playground equipment replacements in the current year so the transfer may be reduced.
- Steve Yandl has made progress on preparations to have a professional reserve study company do our reserve fund but has not set the study up yet.
- A new signature card still needs to be prepared at Heritage Bank.
- WoodsCrew did a great job cleaning up play equipment, repairing damaged timbers and application of 46 cubic yards of play chips at the tot area on 72nd Drive SE.
- Approved application of bark mulch in landscaped areas along Snohomish Cascade Drive to a depth of 1.5 to 2 inches. Work to be done by Skinner Landscape Service, Inc. as per quote of $3,200 plus tax with $1,600 to be paid in advance for mulch purchase.
- Skinner has addressed a slow leak situation in a zone along Snohomish Cascade Drive. Evaluation and repairs to be done by Skinner prior to winterizing the system.
- Approved quote from WoodsCrew for initial work to be done at the Boat Park in preparation for installation of new safer tot toys. Quote was for $7,500 plus tax. Work will include removal of boat toy, removal of climbing toys, demolition and disposal as well as property restoration.
- Steve Yandl reported a communication from the Gowin family regarding wet mail problems in their cluster box unit which as previously been identified as problematic. Replacing this and several other units will be a priority.
- Homeowner request for projects.
- Gardner – Paint request approved.
- Vandersanden – Requested approval for temporary parking of their RV curbside between excursions. Variance was approved for this one instance; new approval will be needed if the scenario occurs in the future.
- Request for review of new roofing material
- Contractor Steve Herzog (ProTec) continued arguments to get approval for new roofing material on behalf of new residents at 6808 156th Street SE. Ultimately, he assumed that since we had Owens Corning product ‘Woodcrest’ on our approved list he could install the similar Owens Corning product, ‘Woodmoor’ without getting a proper approval. Bypassing the established approval process isn’t acceptable but after reviewing the Woodmoor product we determined that it would have been approved has the request been properly submitted and we opt to add the material to our approved list and not take any actions on the new owners.
- Complaints, CC&R violations
- Several boat parking situations were successfully addressed but we still have some chronic violators who need to be contacted.
- Anticipating that placement of new tot climbing toys at the boat park and accommodating any new expenses that may arise when we have our new reserve analysis done will create new expenses, approval was given to increase the assessment as much as $50 with the new 2020 budget being prepared by treasurer, Steve Yandl.
