CALL TO ORDER / PRESENTATION OF MINUTES
- Matt Hale called the meeting to order at 7:00pm. Present were Matt Hale, Tanya Edwards, Bill Steenis, David Divoky and Steve Yandl. This was enough for a quorum.
- Minutes of the January 2020 meeting were reviewed and approved.
- Steve Yandl reported on current financial status.
- Currently $109,726 in the checking account (operational funds).
- There is $16,919 in the long-term reserve.
- We have $5,708 in operational reserve.
- Before receiving our professionally prepared reserve analysis, the plan was to transfer $62,075 from checking to the long-term reserve ($43,550 owed from previous years and current planned contribution of $18,525) and moving $13,390 to the operational reserve. Last month, the board approved attempting the recommended funding levels from the study which means a target in our reserve account of $106k. That will require $89k to be moved from checking to reserve. This will require that the $13,390 budgeted to go to the operational reserve will go to the capital reserve instead and reductions in the landscape improvements and landscape repairs budget lines.
- Copies of our audit were distributed. The audit is posted on our web site for review by members and we have several extra bound copies should any member want to see the bound paper version.
- We’ve received assessment payments from nearly two-thirds of the membership. There have been 136 ballots returned with 131 budget ratification approvals and 5 votes to reject plus award of 118 proxies.
- A new signature card still needs to be prepared at Heritage Bank.
- David Divoky updated the board on his progress for mailbox/cluster box replacement0
- David has contacted the new liaison at the post office, Laurel, and she is willing to work with us as we replace aging cluster box units. He also contacted Architectural Building Specialties and confirmed their current pricing on Florence cluster boxes.
- David would still like the board to consider upgrading all 18 cluster boxes at one time. Steve Yandl indicated the current budget doesn’t support this and that there would be problematic logistics in getting impacted homeowners notified and keys properly distributed. The plan remains to upgrade the 3 most problematic boxes asap and planning to do several more batches in the next two to three years. The long-term reserve calls for 3 units to be replaced per year.
- During the most recent snow event, vandals in two vehicles deliberately left the roadway along Snohomish Cascade Drive and rammed our HOA fence. Three panels were badly damaged. Town and Country Fence will complete repairs in the next several weeks at a cost of $1,610.
- Homeowner request for projects.
- Homeowner Derik Vandersanden requested approval for a back-yard gazebo. After some negotiations on an acceptable roofing material, a cedar gazebo with one of our approved composite shakes for a roof was approved.
- Complaints, CC&R violations
- None in the past month.
- Tanya Edwards expressed frustration that the contractor she has been working with on getting new play structures for the play area at the boat park was not being as responsive as he was initially, and she had not received a promised proposal. She will continue the conversation with him but plans to check with other contractors as well, so we have additional options.
- Matt Hale plans to ask for ideas and quotes from three area contractors who advertise they provide drainage solutions on how to deal with the drainage where we are installing new toys and replacing timbers and play chips once toys are installed. We have a quote in hand from Kyle Woods already. Tanya Edwards will be reaching out to Kyle Woods to discuss timeframes for doing different aspects of the project so we don’t have delays or conflicts that postpone completion of the playground improvement project.
