CALL TO ORDER / PRESENTATION OF MINUTES
- Nicole Klages called the meeting to order at 7:00pm. Present were Nicole Klages, John Alleman, Bill Steenis, David Divoky and Steve Yandl. This was enough for a quorum.
- Minutes of the February 2020 meeting were reviewed and approved.
- Steve Yandl reported on current financial status.
- Currently $129,964 in the checking account (operational funds).
- There is $16,919 in the long-term reserve.
- We have $5,708 in operational reserve.
- Before receiving our professionally prepared reserve analysis, the plan was to transfer $62,075 from checking to the long-term reserve ($43,550 owed from previous years and current planned contribution of $18,525) and moving $13,390 to the operational reserve. Last month, the board approved attempting the recommended funding levels from the study which means a target in our reserve account of $106k. That will require $89k to be moved from checking to reserve. This will require that the $13,390 budgeted to go to the operational reserve will go to the capital reserve instead and reductions in the landscape improvements and landscape repairs budget lines.
- Results of the budget ratification and proxy vote have been tallied. The budget was ratified with a 170 to 5 vote. There were 150 proxies awarded to the board.
- As of the meeting, 23 members still need to pay their 2020 assessment.
- A new signature card still needs to be prepared at Heritage Bank.
- David Divoky updated the board on his progress for mailbox/cluster box replacement0
- The contractor has received mailboxes for phase 1 of the replacement project.
- As we’ve experienced in the past, the Snohomish postmaster is overwhelmed making it difficult to schedule the actual installation.
- David said he was inquiring to see if the Everett office could step in and assist the contractor with proper installation. Board agreed that would be worth investigating if it got things moving.
- Best case scenario, members getting a new box would have mail held at the post office for several days and mail they had left in their box would be taken to the post office as well. Mail can’t be placed in the boxes until the new box is secure. Because of configuration issues almost everyone will have a new number for their box, but they will still use a box located in the same place as their previous cluster box.
- Our mail carrier, Carol, indicated she would apply a bit of pressure on the office to see if this project could get started sooner rather than later.
- The board wanted to make sure David provided adequate notification to impacted members before their box was exchanged.
- Steve Yandl wanted to make sure to get the mailbox assignments to update the mailbox database.
- There was unanimous support to get individual homeowners to fill in and level with concrete the post holes in our sidewalks where the original wood mailbox kiosks were installed. Some have already been done but many are unattractive holes in the sidewalk.
- After discussion, there was unanimous agreement that we pay John and Missy Alleman, $500 of the approximately $700 they spent to have hazardous branches removed from a greenbelt tree. Although not reviewed by the board in advance of the trimming, the fact that the branches were hazardous was verified by a certified arborist.
- Homeowner request for projects.
- Greg McLaughlin had submitted a proposal for a food catering home business and construction of a back-yard storage shed.
- The proposal had been distributed and discussed by email prior to the meeting. The only concern had been the nature of the work vehicle to be parked in the driveway which would have a logo and be large but not huge. After discussion, there was unanimous approval for the business.
- The proposed shed was a Keter Artisan Shed, which was nice looking to some but not in line with the nature of sheds we have approved in the past. We will ask McLaughlins to submit plans for a wood shed for consideration.
- Greg McLaughlin had submitted a proposal for a food catering home business and construction of a back-yard storage shed.
- Complaints, CC&R violations
- None in the past month.
- The Go Fund Me page launched by Tanya Edwards to enhance what we’re able to do as a toy replacement at the boat park has reached $2,700 at last check.
