CALL TO ORDER / PRESENTATION OF MINUTES
- Matt Hale called the meeting to order at 7:00pm. Present on Zoom conference were John Alleman (hosting Zoom meeting), Matt Hale, Nicole Klages, Steve Yandl, David Divoky, Tanya Edwards and Bill Steenis.
- Minutes of the April 2020 meeting were reviewed and approved.
- Steve Yandl reported on current financial status.
- Currently $127,808 in the checking account (operational funds).
- There is $16,926 in the long-term reserve.
- We have $5,709 in operational reserve.
- Before receiving our professionally prepared reserve analysis, the plan was to transfer $62,075 from checking to the long-term reserve ($43,550 owed from previous years and current planned contribution of $18,525) and moving $13,390 to the operational reserve. Last month, the board approved attempting the recommended funding levels from the study which means a target in our reserve account of $106k. That will require $89k to be moved from checking to reserve. This will require that the $13,390 budgeted to go to the operational reserve will go to the capital reserve instead and reductions in the landscape improvements and landscape repairs budget lines.
- A third batch of invoices has been sent to the five members who have not yet paid in full their 2020 assessment.
- David Divoky updated the board on his progress for mailbox/cluster box replacement0
- Three boxes will be replaced on Thursday of Friday, completing full replacement of cluster box units. So far, 18 boxes have been upgraded in the current year.
- David Divoky will speak directly to impacted residents prior to the final boxes being upgraded.
- Final invoice from the contractor has yet to be received. Once received, we will hold off on payment until the bases are exchanged on units where we received the wrong color base for the CBUs.
- Backflow certification on four meters still needs to be completed.
- There are several dead or near dead trees along Snohomish Cascade Drive that should be removed.
- Homeowner request for projects.
- Tim and Krista Day – Tree removal, change of fence position – Approved. Gravel driveway extension – Denied.
- Stephen and Tara Potts – Backyard shed approved.
- Fatkin – Patio cover extension structure - Approved.
- O’Reilly – Removal of three trees approved.
- Tickle – House paint colors – Approved.
- Complaints, CC&R violations
- Complaint on plastic shed in a back yard. Matt will compose a letter providing a polite request that it be replaced with a wood shed or simply removed, giving them a few weeks to get it done. If that doesn’t work, the ACC will give notice of non-compliance and commence more formal enforcement.
- Toy replacement at the boat park. Tanya Edwards led the discussion.
- Tanya has reviewed mockups of color schemes. We are pretty much on hold until rules allow gatherings to do a community build.
- One last tweak to play toy configuration to make better for younger children.
- Equipment supplier indicates a 30-day lead time to deliver play equipment.
- Matt asked for the cost for non-community build estimate. Tanya will recheck but thinks it is in the 10% range.
- We brought in $4,300 from the GoFundMe page to enhance options for the toys.
- Drainage at boat park associated with toy replacement and planting grass where the boat toy was.
- No confirmation from Kyle Woods yet that he is still interested in the project and to get his quote adjusted for our current plans.
- There may have been an error in Kyle’s original quote about the quantity of gravel needed for French drains. If that is the case, his bid would be extremely competitive based on the limited response from local drainage contractors.
- We discussed the option of having the equipment contractor also do site prep along with the concrete footings and if that would be more economical.
- Ballots for our spring election to select a new board of directors have been sent out.
- No data from Snohomish County on evaluating our need for speed bumps.
