CALL TO ORDER / PRESENTATION OF MINUTES
- Steve Yandl called the meeting to order a 7:12pm. Present on Zoom conference were John Alleman (hosting Zoom meeting), Steve Yandl, Nicole Klages, Tanya Edwards and Bill Steenis.
- Minutes of the July 2020 meeting were reviewed and approved.
- Steve Yandl reported on current financial status.
- Currently $103,803 in the checking account (operational funds).
- There is $16,923 in the long-term reserve.
- We have $5,709 in operational reserve.
- Before receiving our professionally prepared reserve analysis, the plan was to transfer $62,075 from checking to the long-term reserve ($43,550 owed from previous years and current planned contribution of $18,525) and moving $13,390 to the operational reserve. Last month, the board approved attempting the recommended funding levels from the study which means a target in our reserve account of $106k. That will require $89k to be moved from checking to reserve. This will require that the $13,390 budgeted to go to the operational reserve will go to the capital reserve instead and reductions in the landscape improvements and landscape repairs budget lines.
- We still need to redo our signature card at Heritage Bank or see if the bank will let us simply add John Alleman to the existing signature card.
- The drainage project at the boat park has been completed. Pictures were shared earlier. Kyle Woods of Woods Crew Construction has provided ‘As Built’ plans. The total cost was just over $22k. Kyle is getting quotes on having 6 inches deep (30 cubic yards) of play chips blown in to anchor the fabric layer and provide a soft cushion for kids playing while we wait for new climbing toys to be constructed in that play area. Only minor damage to the sprinkler system; Kyle Woods will get with Skinner to make sure proper repairs are made.
- Brian Skinner has reported several dead trees in common areas that we should consider having removed.
- A large controller in the sprinkler system at the boat park had to be replaced. Replacement was a bit over $600 but this heavy-duty unit has served us for 23 years.
- Despite the unknowns regarding our boat park play equipment community build replacement due to COVID-19 restrictions, we unanimously approve moving forward to correct the drainage at the site where toys are to be installed. Kyle Wood’s bid looks good and we will instruct him to proceed. We need to be clear on whether his bid included removing materials from where the old boat toy was.
- John Alleman asked about the possibility of the HOA purchasing several yards of gravel if he had neighbors wanted to refurbish the gravel trail that spans from 72nd Drive to the old horse trail behind houses on the east side of 72nd Drive. We need more particulars, but the board sees this as a reasonable project.
- Homeowner request for projects.
- McDonald – Approval given for temporary boat storage at the house for prep and service.
- Umetsu – Paint color scheme approved.
- Maynard – Follow-up on fence extension requested previous month. After receiving clarification, the extension was approved.
- Mark Johnston – Tree removal approved.
- Manley – Paint scheme approved.
- Noorfeshan – Variance for black chain link fence adjacent to greenbelt approved.
- Sallee – Initial prep in backyard for possible construction of a detached garage in the future (conditioned on county approval) was approved.
- Thurstonsen – More questions on shed previously disapproved but still waiting for a new proposal.
- Pelroy – Proposed vinyl fence replaced disapproved.
- Eggenberger – Cherry tree removal approved. Re-stain of existing fence approved.
- Kosnik – Replacement roof with Presidential TL was approved.
- Complaints, CC&R violations
- McLaughlin – Information has been furnished to the ACC that suggests they plan to have customers pick up paella orders at their residence which contradicts their request for approval of a home business. If confirmed (this coming Saturday is supposed to be the first pickup), a notice of non-compliance will be sent by the architectural control committee.
- Resin shed – 15831 67th Drive – Letter was sent and the response from the homeowner was for a variance. The variance request was reviewed and denied.
- A review of landscapes has a few that barely meet standards but we’re opting to not be too aggressive during the COVID situation unless maintenance is so poor that it clearly impacts adjacent property values. This is not a permanent relaxation of HOA standards.
- We also need to do more monitoring of boats, trailers and RVs parked without variance requests in driveways for more than short time periods.
- We revisited Matt Hale’s proposal made at the July meeting that we reduce the number of board meetings from 12 to 10 by eliminating July and January and calling special meetings if they were called for. After discussion, the change was unanimously approved.
- Kyle Wood has requested plans from LSI, so he knows where footings for the new toy structure are planned before he starts creating French drains.
- Tanya Edwards confirmed that the board wanted to postpone putting together a community build for new toys. She will be contacting LSI and providing them with the As Built plans from Kyle and letting them know what our current plans are for playground toys.
- State law requires HOAs to hold an annual meeting for the entire membership. Our annual meeting which is normally held on the second Tuesday in May has already been postponed because of COVID-19 restrictions.
- We could certainly justify not having a meeting in 2020 based on COVID. However, we do have the ability to do a meeting using Zoom and we do not want to begin taking non-essential shortcuts in the interest of avoiding challenging tasks.
- We will investigate options for notification of members on the link to join a Zoom meeting in October. The most likely scenario is having a service do a first-class postcard notification to the membership.
