- Board President, Matt Hale called the meeting to order at 7:05.
- Board members present (Zoom conference) were Matt Hale, Steve Yandl, John Alleman, Bill Steenis, Tanya Edwards, and David Divoky. This was a quorum.
- The minutes of the June 2021 meeting were unanimously approved without change.
- Nicole Klages submitted her resignation from the board on September 6 via email. John Alleman will assist Steve Yandl with secretary duties until the board can formally approve the assignment of John as secretary.
- Steve Yandl will resurrect the mailed newsletter but wanted to confirm there were no objections with including discussion about a prospective 20% ($90/year/house) raise in member dues in 2022. There were no objections raised to including this in the newlstter. (Refer to the August 2021 board minutes for the discussion re: raising dues).
- Steve Yandl briefly did a quick review of the governing documents for the association which include the CC&Rs, ACC Rules and Bylaws. The board can make changes to the bylaws and ACC Rules with a simple majority, but changes to the CC&Rs require a supermajority of the membership. Steve indicated we currently have a fine schedule as part of the ACC rules §3, but it might need to be expanded and at the same time other sections might be edited for clarity. Any revised ACC rules need to be mailed to the membership.
- Account status
- Operations (checking): $74,119
- Operational reserve (money market): $5,711
- Reserve fund (long term reserve held in CD): $16,936
- Bank statements previously distributed to board for review.
- Based on the current rate of spending and assuming no emergency spending issues arise, we may finish the year off with about $40,000 in checking. This will help offset the dues raise to a degree to help resource the management company assumption of financial duties for the association.
- Steve has initiated the exchange with the reserve analysis provider and should be ready to commence the analysis in September. Steve intends to include the Tot Park (on 72nd Dr SE) toy replacement in the analysis.
- Once the reserve analysis is complete, Steve has indicated that the auditor will be ready to commence, likely in October.
- David Divoky reports that he has used the graffiti remover to clean the rocks at the boat park and the bulk of the graffiti paint on the rocks has been removed. There ae some remnants leftover which David intends to make another application to remove.
- The replenishment of the wood chips to the Tot Park has been completed at a cost just under $3k.
- Matt Hale inspected the pathway between Sno-Cascade and 72nd Drive and did some weeding. He raked the gavel in place, but feels that the addition of 2 yards of new gravel would be in order to improve the look of the path.

- Gowin – House paint approved.
- Anderson – House paint approved.

- Day (Jeff and Kerry) – Boat on trailer in driveway. Previously warned in September 2020. Assessed 3 days of $25/day noncompliance assessment for total of $75.
- Reynolds – Boat on trailer in driveway. Previously warned in Spetmeber 2020. Assessed 3 days of $25/day noncompliance assessment for total of $75.
- Wilson – Warned about vehicle parked on front lawn. Resolved.
- Pelroy – Warned about plastic shed in front yard.
- The school bus (RV?) is now gone from the Stout property. The variance expired at the end of August.
- Plans for contracting with a property management company updated by John Alleman. He will reach out in October to obtain quotes for financial management services for the association with intent to present quotes for review and approval at November board meeting.
- Reviewed and voted on request to rent property by Abdelhai (Abdul) Saadi. We voted, there was quorum less Tanya Edwards (voting were Matt Hale, Steve Yandl, Bill Steenis, David Divoky and John Alleman). Vote was unanimous to disapprove the request. John provided an email response back to Abdul. See attachment 1 for a complete record of the correspondence with Abdul.
- Tanya Edwards proposed that we nominate Steve Potts to fill the board vacancy (vacated by Nicole Klages)/ John asked to inquire with another prospective candidate from the west side of Snohomish-Cascade before we made any formal nomination.
