CALL TO ORDER / ROLL CALL
- Board President Matt Hale called the meeting to order at 7:03.
- Board members present (Zoom conference) were Matt Hale, Steve Yandl, Tanya Edwards, David Divoky, Gary Hebert, and John Alleman. This was a quorum.
- The minutes of the October 2021 meeting were unanimously approved without change.
- Introduce new board member, Gary Hebert
- The newsletter is completed with help from Karen and Jerry Davis. Labels are printed and ready for mailing by the end of the week.
- Account status
- Operations (checking): $55,171.
- Operational reserve (money market): $5,711.
- Reserve fund (long-term reserve held in CD): $16,938.
- We should be able to go into 2022 with about a $5,000 cushion.
- Bank statements previously distributed to board for review.
- The revised budget proposal for 2022 is complete. This will also be included in the newsletter.
- Reserve study for 2021. We are at 6%, which is in the low category. Our biggest reserve risk is the common area sprinklers, particularly the PVC piping, which embrittles with age. But we otherwise have time for banking money into long-term reserve.
- New bank signature cards were added remotely with DocuSign.
- Steve, Bill, John, and Matt are on the cards as authorized check signers.
- Preparations for audit are complete.
- SmartVault has been set up with the bookkeeper to allow for the secure transmission of sensitive financial data.
- Preparing for 2022 invoice and budget ratification mailing.

MAINTENANCE COMMITTEE REPORT
- Renovation of boat park former toy area:
- About 18 ft x 30 ft total area.
- The current quote from Skinner Landscaping is a bit under $7,000 to remove timbers and install a new lawn at the boat park.
- This includes tilling in the topsoil before placing down the new sod.
- Gary suggested a service project for the Scouts or the Honor Society.
- Materials would be about $800 for sod, $400 for topsoil, all in materials would be less than $1,500. Thus, the delta of Skinner’s quote is for labor, overhead, and disposal of the creosote-coated timbers.
- David suggested repurposing some of the timbers for the new play area.
- Matt suggested leaving the timbers, filling the area with gravel, and placing a picnic table on top. David will ask Skinner to bid on this revised plan. Tanya suggested evaluating the removal of at least one layer of timbers to allow some of the water to drain.
- McKay Landscaping was another possible candidate for the work, but this was a “no bid.”
- Gravel path between 72nd Drive and Snohomish Cascade. Greg Penoyer lives adjacent to the north side of the trail and wants to make sure he can help to not adversely affect his fence or water drainage. He’s not available in November. Matt will place some 3/8” crushed rock tomorrow (11/3). Anybody is welcome to help!
- Brian Skinner has indicated that the irrigation system at the baseball field has inadequate coverage.

- Chheng – Backyard pergola – not yet approved – awaiting further information on color.

- Pelroy – Resin storage shed in the front yard, which has been removed. Due date from compliance was extended to 11/9/2021. John will close with Rebecca Pelroy.
- Update on property management.
- Attempted to get a revised quote from Morris Management, and they don’t do a separate break out of financial duties for associations (i.e., no “ala carte” quoting of association duties) only full management model.
- We will need a financial-only management model 2nd quote.
- Tanya suggested going to Gold Creek Peeps on Facebook to also communicate our intentions are for the transition to the association management company taking on the financial and bookkeeping duties.
- Steve emphasized that the newsletter will reach the folks who may not be Facebook users. Steve offered to share the draft newsletter with Tanya for talking points in Peeps.
