- Board President Matt Hale called the meeting to order at 7:02.
- Board members present (Zoom conference) were Matt Hale, Steve Yandl, Tanya Edwards, Gary Hebert, and John Alleman. David Divoky was absent. This was a quorum.
- The minutes of the November 2021 meeting were unanimously approved without change.
- For the holiday decoration award program, Jill Kreeck has coordinated this in the past but is not able to any longer. Adam and Haley Riehl have offered to take this on. They may ask for some help.
- Account status
- Operations (checking): $51,018.
- Operational reserve (money market): $5,711.
- Reserve fund (long-term reserve held in CD): $16,938.
- Bank statements previously distributed to board for review.
- We are about $8,000 behind last year but on track to close 2021 as planned.
- The annual audit has started.
- Steve has documented our business partners.
- Steve has prepared assessment invoices.
- Steve has prepared to mail assessment invoices and ballots. Steve may ask for a shuttle of the final envelopes to the post office.
- Soon we will be ordering a supply of blank checks. This is noteworthy to document in case we need to switch banks with the onboarding of the property management.
- David prepared an email with maintenance project ideas for 2022, which include:
- Staining/repairing of benches
- Stripping/sealing of the boat park parking lot
- Parking lot curb repair/replace at the boat park parking lot
- Drainage (this will probably be a big expense)
- Old boat area - removal of timbers/plant seed or install sod
- Tree trimming/ remove dead/diseased tree(s)
- Adding new plants/shrubs (nice to have...not necessary)
- Painting/staining perimeter fencing
- Baseball field (rehab/repair) - make usable
- Sprinkler timer/controller replace/modernize
- Steve noted the water bill seemed more than usual (approximately $30 more) and discussed checking for excessive water use at the boat park.
- At the last meeting, Matt suggested getting a quote from Skinner to remediate the old play structure area by filling it with gravel and retaining the timbers.
- Steve suggested removing the timbers altogether. Matt replied if we took those out, we would be into full-on turf replacement. Tanya expressed that this is not a convenient location for a picnic area in response to the pea gravel and picnic bench idea.
- Matt and Sheila weeded and applied a top coat of 3/8” crushed gravel on the path between 72nd Drive and Snohomish Cascade. Looks great!

- Project requests, approvals, and issues:
- Jackson – Remove big trees from the NE corner of the lot (in the front yard).
- CC&R violation issues. None to report.

- Steve received a report of a possible rental arrangement of a neighborhood home without approval. There are not enough confirmed details to include in the minutes. Steve and John will investigate.
- Gary asked if we should send a letter to new neighbors welcoming them to the neighborhood and advising them of the HOA rules. John suggested that we should send out a one-page letter with a friendly welcome and reminder of the significant rules.
- Update on property management.
- We still need a financial-only management model 2nd quote to match the Trestle Property Management quote we received to ensure we have an on-market quote.
- Matt used the request for proposal for property management and approached a neighbor with previous experience, but her experience was with commercial property and not much help.
- Steve received a solicitation for a property management company that appeared to be a single-person company. Probably a dead end.
- Matt suggested working with Amazon to help them feel more welcome in the neighborhood and maybe partnering with them to help with the Tot Park or Boat Park renovations. Matt said he would attempt to reach out.
