CALL TO ORDER / ROLL CALL
- Board President, Matt Hale called the meeting to order at 7:01.
- Board members present (Zoom conference) were Matt Hale, Steve Yandl, Gary Hebert, Bill Steenis, and John Alleman. This was a quorum.
- The minutes of the January 2022 meeting were unanimously approved without change.
- Matt discussed the conversation with Amazon (old business from December 2021).
- Account status
- Operations (checking): $99,804.
- Operational reserve (money market): $5,712.
- Reserve fund (long term reserve held in CD): $16,940.
- Bank statements previously distributed to board for review.
- Collections for 2022 dues continue:
- Checks deposited: 117 thus far, $63,180
- Received but not yet deposited: 27, $14,580
- 58% of households have paid by the end of January.
- Voting thus far:
- Ratification of budget; 107 yes, 4 no.
- Proxy award; 98 yes.
- Other issues:
- Insurance renewal via ACH
- Provided interest statement to accountant for filing federal tax
- Completed audit of 2020 financial records. No significant findings. Expect the auditor bill to be about $3,000.
- Consider amending bylaws to formalize check signature policy. There is nothing in the bylaws that codifies this, but possibly we should amend the bylaws to do so. John proposed that exceptions should be allowed for line-item expenditures that are specifically identified in the operating budget.
MAINTENANCE COMMITTEE REPORT
- (Submitted via email from David Divoky): Brian Skinner has reached out to an arborist to have 5 trees (dead/diseased trees) removed...the trees are flagged along the greenbelt. The bid came in at approximately $1,000 for all 5 trees. The formal bid should be coming to us via email.
- Steve does have a quote from Kenny Tree for $1,100 to remove 5 trees: 4 birches and 1 maple on the north end of 68th Ave. SE.
- (Submitted via email from David Divoky): Would like to prioritize some of the items that were on the list submitted in December, namely:
- Our (sprinkler) controllers are old and need attention and replacement according to Brian Skinner. From Steve, we do replace about 2-3 of these a year.
- The Boat Park does need attention w/ drainage; it seems like this is a little more urgent as it drives its utilization.

- MacQuarrie - Add a step/stairway in front yard + French drains; Approved.
- King - Widen/straighten driveway + back deck; Approved.
- Paullin – Shed in backyard; Approved.

- None to report.
- General observation made by Bill Steenis that multiple driveways left outside of the backyard in violation with section 6.7 of the CC&Rs.
- John suggested a newsletter article as a reminder to include other common violations.
- Steve emphasized we should not be bullies about enforcing the rules.
- John sent a certified letter to Harischandra Dubey re: board’s decision from the January 2022 special meeting. The letter was sent to their neighborhood address, and it’s suspected that they do not receive their mail there and the certified letter will be returned to sender after 2 delivery attempts.
- Matt discussed reaching out Amazon if they’d be interested in sponsorship of the tot park with an investment. Matt mentioned that he floated a $50,000 investment number. Matt also discussed we could add something about Amazon and Scout in our newsletter. Nothing definitive yet but it was an enjoyable conversation.
- Search for property management for the fiscal management of the HOA. Matt mentioned that Jill Kreeck might have some experience in this and might be interested in this. Matt shared the RFP with Jill and has not heard back yet. John discussed we still have the quote from Trestle Property Management, we just need a competing quote to make sure the quote we received is on market.
- Matt expressed an interest to be assigned as a member of the maintenance committee. Motion put to the board to do so. Motion carried, unanimously approved.
- Steve discussed the Gold Creek 1 issue where a resident wanted to rent their home and the board denied the request. The house has been sold.
